Where do we even start, when it comes to looking at the real problem. At Country or County level? At Country level what do we call the lack of a National Disaster Mgmt acumen,top down? Myopism,ignorance or is it deliberate idiocy especially on the part of every sitting President?
We never had a Disaster Mgmt foundation in from 1963-1978, 1978-2002, 2002-2013 or 2013 to date. So who do we blame then ?

As a Disaster Risk Mgmt Professional, in his youth in the 1963-78 era that simply threw Kenya to the dogs. I cannot say the 1978-2002 era that followed was any better. Lip service was a tool the Govt of the day made full use of. Any of seeking of redress was met top resistance.
After the 1998 bomb blast & wake up call. At KCCT Mbagathi, with my late colleagues Brig.(Rtd) O.Mkungusi, Col.(Rtd) B. Wendo, & various other stakeholders. Came up with the DRM Bill 1999, which has since evolved to DRM Bill 2019, but 21 yrs on is yet to see the light of day.
On the outside, President Moi spoke candidly about commitment, even conned development partners. But in the inside, some of us we already marked men, getting posting orders from the likes of Gen. Mahmoud. The then Mayor Kingori of DOD, who had an allergy of graduate officers.
Long story short, we cannot try to sought out our Disaster Risk Mgmt mess, with the same level of thinking that caused them in the first place. And, without political will to enact meaningful change, as is the case with Uhuru Kenyatta's reign. It is simply a waste of time @mqhlay
I would not have expected Moi or Kibaki to grasp or care much about DRM as old school. But for under 60's Uhuru Kenyatta, his DRM advisor @FredMatiangi & Govt, the continuity of our current mess on their watch is simply criminal ! @SimbaTirima @johnnjenga @modhiambos @FauzKhalid
