I wonder if these foreign IT workers were posing a cybersecurity risk? 
TVA doesn't get 'taxpayer' dollars, that is true. But TVA has been given the authority to supply products to US taxpayers in monopoly or semi-monopoly conditions.

There were some major Swampy deals involving nuclear reactors with a Swamp Rat named Haney who made billions getting federal loans to build then rent real estate to the feds. TVA got him into the nuclear powerplant business with similar loans.
