As #RVA works through 2 separate task forces, let’s talk about #PoliceReform, specifically Civilian Review Boards (CRBs)

Original CRB: the 1948 Complaint Review Board in DC. Idea (going back to Progressive Era) is to provide oversight of police by folks from outside the corps of sworn officers. Data hard to find (and police don't like to give it)

BUT necessary - police internal review doesn't work (#PCPTP , or police cannot police the police); and elected oversight fails because of fear (don't want to be called weak on law-and-order politics). Police are NOT your typical bureaucracy

Again - #RVA has 2 parallel task forces. Mayor's “Task Force to Reimagine Public Safety" has lots of well-meaning folks involved, but a short timeline (45 days), plus police on the board (again - #PCPTP)

Activist group @defundrpd sort-of participating, but actually called for disbanding Mayor's group because they worry it will produce rubber-stamp nothingburger of a board

City Council's @thedrmikejones and @Stephanie4RVA got #RVACouncil to create smaller task force, with report due next March (I think you can still apply!)

(1) Investigation: conduct independent investigations of civilian complaints. Provide accountability, but expensive, require highly trained investigators, and often require police cooperation (who prefer internal affairs, but #PCPTP) Example: San Fran

(2) Review: audit existing internal affairs process. Often volunteers - so cheap! But also can have limited authority, or rubber-stamp official actions, or eventually become “captured” by police. Urbana, Illiinois is one example

(3) Monitoring: ongoing, broad review of police policies/data. Sometimes get reform, but hard to pry data from police; subject to same lack of authority & resources; avoid controversy over individual cases (pros/cons) Denver has full govt agency: denvergov.org/content/denver…

What should #RVA do? Maybe blend of investigation and monitoring? More independent the better. Won't be easy to negotiate among resistant police, critical public, and officials who want to split the difference. NACOLE suggests localities choose "best fit" over best practice

Results will be crucial. #BlackLivesMatter has forced local government to re-examine their approach to policing. The time for reform is now. If you have thoughts, let your council member know – they will be the crucial votes to determine the future of #RVA policing

Key here: CRT is WAY less influential than critics claim, even in theory circles. Often mocked by traditional establishment voices. Just check this '98 Cornell law review article that claims to take CRT seriously, but actually drips w mockery/disdain

Background: the federal govt's Home Owners' Loan Corporation was a New Deal org aimed at helping people keep their homes post-Depression. Financially, it did pretty well - even turning a small profit

Earlier I said we all want Non-partisan, but even A1 supporters say that's basically impossible. What we actually want is INDEPENDENCE. Current SB 5015 tries to specify criteria for citizen members beyond "party picks" so it would help if passed

But doesn't get over the fact that legislators are on the commission, and that one or two of them could use their veto power for mischief. In an uneven partisan environment (where GOP routinely kicks Dems' ass on process/power) I don't see a way around that

Background: you probably know that “redistricting” - drawing district lines for state legislature and Congress - is super important is for setting the political course of the next decade. So do politicians, which is why they try to control it

A coalition pushed for fair, non-partisan process by 2019 deadline. (Constitutional amendment in VA needs GA to pass a resolution twice, then approved on voter ballot Q.) They didn't get it! Instead, they put in place a compromise

Anyone check out the #RVAProtests "112 Days" show on @CBS6 last night? You can watch it on MSN (linked below), but I did so you don't have to. Two big thoughts:

First, the doc not great on repping protestors. Some efforts to give voice to protest, but probably not central figures. I get it - it's hard to parse, there's no "President of the Movement," and lots of folks probably didn't want to talk

But still - why so much freakin' Mark Holmberg? Why let him complain that protestors marched at Lee Circle but not Gilpin Court- and then ignore multiple anti-eviction actions?
