New confirmed cases
There is some increase in transmission
Time for a rethink and investment in local structures.
China, South Korea, Germany, they all had strong local components. You cannot do this centrally.
The local tracing figures are absolutely clear. They get 99%. The central call centres get 53%.
We don't know how many people in the gig economy or the self-employed are isolating. And remember that statutory sick pay is only a third of the minimum wage.
It's almost impossible to fathom what the government are thinking. Who's in charge? They don't seem to be listening to SAGE. There's a clash between local government and government.
Local input is retro-fitting a system rather than designed in the first place. Local government isn't trusted in our country even though it's much more pragmatic.

I'm very concerned at discussion of the app coming back.
In the midst of all this an app has the danger of confusing us and providing another source of data when we're already lacking integration.
In Greater Manchester the borough with the highest number of cases is Oldham although they have a high number of pillar two tests.
I'm trying not to let politics cloud this. Our response must be evidence-driven.
We have to work collectively to defeat this. Greater Manchester is a place where people routinely cross borough boundaries so we need that bigger picture approach.
The average number of contacts given by people is 2.5. that's low and worries me greatly. Only 60% of national cases are providing contacts.
Last weekend in the Manchester area we had a case identified with a large employer. The outbreak control team implemented mass testing. In accordance with the plan, mobile testing support was requested. That don't arrive until yesterday.
The night shift was not tested because the contract did not allow that. This was escalated and they will be tested tonight but that's 5 days from identification of the problem.
Mobile testing units need to be under local control.
The test and trace contract needs to be amended to free up local resource to put teams on the ground.
Who is going to give in the names of all of their mates and deprive them of work?
We need people tp act knowing that their job will be protected and they'll receive full pay. Or we have a winter without a vaccine and without pay protection.
Communities have to be engaged at a local level. The local authorities should ask the government for what they need to do the job properly.
I've been asking myself why the UK has been hardest hit. Michael Marmot on February described the hollowing out of the state and the way peoples' work has changed - zero hours, low pay, casual. That's how many people in Greater Manchester are working.
The core questions is the capability for resourcing local government. That's the bit that's been truly hollowed out.
Black and ethnic minority groups are less likely to have heard about the public safety campaign and the economic measures that have been put in place.
The countries that have done best enable people to isolate with support. This government have not been persuaded to put the short-term investment in to be able to get long term economic benefits even though countries like Vietnam have done this.
Trust in government to handle the pandemic has plummeted. We have to build up trust quickly. People won't get tested and 'shop their mates'.
We still have no data on isolation. It needs to be shared in an open, honest and transparent way.
I couldn't agree more with Dr Huque about understanding the structures at play here. We all need to get the message out loud and clear that this must not depend into a blame game, pointing fingers at different communities.
Trust will be recovered when local councils take control. Local workers are trusted more. They're applauded in the streets. We need this shift of resource from the national contract back to these trusted professionals.
The shielding decision in GM of last weekend was downright inhumane. The PM announced the very next day that shielding is coming to an end.
The shielding policy should be reinstated now and resource should be given to local councils to reinstate delivery services.
When the government gets thinkings right, I'll support them. A winter without a vaccine is coming at us. The financial support question is crucial.
The story that Andy Burnham told us about the unit not reacting for five days is malpractice. It's a scandal. That's my view.
The transmission of different age groups makes schools very different from universities. A number of reports are coming out on this in the next few weeks.
