And instead of learning who won on election night, we’ll likely have to wait days or weeks for full results.

Four places are mailing ballots to all voters because of COVID-19:
-California
-Nevada
-Vermont
-Washington, D.C.

Five states did that before the pandemic:
-Colorado
-Hawaii
-Oregon
-Utah

12 states decided to mail absentee-ballot applications to all or most voters:

Arizona
Delaware
Iowa
Illinois
Maryland
Massachusetts
Michigan
