I shall first remind you of this thread, and the evidence that was clearly showing a darkening economic outlook in Alberta.
Now, let's also remember that, in terms of 2019 results, Alberta's were the worst in Canada. Alberta's economic growth was negative in 2019. That's not the result of a pandemic, or a price war between Russia and Saudi Arabia.

Here are 4 economic indicators: the CFIB confidence index, the @Claudia_Sahm rule for Alberta, @trevortombe's econ index, and the government of Alberta's own index. All of them showed a worsening economic environment in Alberta heading into 2020. Obviously, 2020 has been awful. 
Finally, let's talk a bit about the so-called oil price war. OPEC supply into global markets has been decreasing, other than a really small bump in early 2020 that constitutes this so-called price war. The real price war has been going on in non-OPEC (including Cdn) supply.
Since 2010, Saudi production was up 10%, and Russia up 12% to the end of 2019. By contrast, since 2010, Canadian production was up 61% and US production was up 223%. Long story short, the factors affecting Alberta's resource economy are much closer to home than an OPEC+ meeting.
