3) Students of classes 9 to 12 can visit their schools, in areas outside the Containment Zones only, on voluntary basis, for taking guidance from their teachers. This will be subject to written consent of their parents/ guardians.
4) Higher Education Institutions for research scholars (Ph.D.) and post-graduate students of technical & professional programmes requiring lab/ experimental works will be permitted by Department of Higher Education in consultation with MHA, based on State/ UTs COVID19 situation
5) National Skill Training Institutes, Industrial Training Institutes, Short term training centres registered with National Skill Development Corporation/ State Skill Development Missions/other Ministries of Govt of India/ State Govts can have Skill or Entrepreneurship training
6)National Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) and their training providers are also permitted.

For re-opening of #schools and coaching institutions, State/ UT Governments have been given the flexibility to take a decision after October 15, in a graded manner
Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.
HOWEVER Students may attend schools/ institutions only with the written consent of parents (Attendance must not be enforced)
States /UTs to prepare their own SOP regarding health and safety precautions for reopening of schools/ institutions based on the SOP to be issued by Department of School Education and Literacy (DoSEL), Ministry of Education, Government of India, keeping local requirements in view
