Why do employers offer flexible jobs? To help workers find work-life balance or to shift cost & risk?

@BalgovaMaria @QianMatthias & I take a machine learning approach to analyze the text of 46million UK job ads to provide some answers. 1/n
Measuring flexible jobs is HARD & prone to under-recording, e.g. ZHC controversy in 2013/14

We use a supervised machine learning approach: manually annotate 7,000 vacancies to train classification model. We achieve high accuracy & improve over keyword search 2/n
Job flexibility is more likely to be described in low-wage ads, in care, services & "elementary" occupations 3/n
There has been big growth in the share of flexible & non-salaried vacancies over time, especially at low wages 4/n
Compelling evidence that firms use flexibility as a way to reduce labour costs --- we find a significant increase in flexible & non-salaried jobs with the intro of the NLW, consistent with @Nik_Datta @giulia_giupponi @s_machin_ find for ZHCs in social care 5/n

Work with @TeodoraBoneva1 @MartaGolin C.Rauh shows that those on flexible, insecure work arrangements have been hit harder economically by the Covid crisis --- we need to think very hard about how to generate more secure jobs in the recovery
