We argued that for assemblies to improve their public image, public understanding of their roles, and to be more transparent and inclusive, they must improve digital engagement practices, using tech as enabler of enhanced transparency and inclusiveness.

Majority of citizens are active online, articulating political conversations on many issues, including the conduct and performance of public institutions and officials. It is only balanced to add the legislature’s voice, through engagement.

We analysed the content of all subnational parliamentary websites as well as Facebook, Twitter, Instagram and YouTube accounts through a double coding strategy, and also interviewed officials and legislative aides.

We show while the assemblies are increasingly present online, usage of online tech for publishing information and engagement is very low. We provide explanations for this, and offer suggestions derived from best practices but situating within contexts.
