2) Essentially, FDA had inserted a vaccine minimum efficacy standards that would have almost certainly guaranteed that no vaccine could be authorized before the election on Nov. 3... but now Trump WH has now OVERRULED & BLOCKED it. Thereby Trump HHS now has no such restrictions.

2) The reason they are appearing now is the incubation period, typically 5-6 days but can be 2-14, up to 21 days.
(Note: 2 other WH residence staff tested positives weeks ago; Claudia C not a first degree exposure).
3) And indeed, you can be INFECTIOUS even before you either show symptoms or before you test positive, which has maximum test positive likelihood when you first show symptoms. But you can be contagious before before any of these.
