Still in handcuffs, Reina Mae Nasino could only extend her index fingers to touch the casket of baby River. It’s a struggle for Reina Mae, wearing a full PPE suit in the middle of the afternoon heat, to wipe her tears or even drink water.

NUPL’s Kathy Panguban, Sol Taule, KARAPATAN’s Kenneth dela Paz criticize BJMP officers for harsh treatment of baby River’s funeral. Car carrying baby River’s casket sped away, leaving family behind. They also ask, why the high-powered firearms, the number of personnel?
Marites Asis rails against BJMP officers over treatment of daughter Reina Mae, who remains handcuffed. Says she wanted to spend private moment with Reina Mae but she couldn’t even hug her daughter. She never asked for assistance from BJMP/police, she said.

Ahead of Baby River’s burial, supporters and the media have started arriving outside La Funeraria Rey in Pandacan, Manila. Management of funeral home has not yet allowed anyone to go inside saying they will limit access to 30 people.
Marites Asis, mother of Reina Mae Nasino, asks for privacy. Instead of mass at 9:30 at the funeral home, baby River’s remains will be blessed at Sto. Niño church at 10:30am. No word yet if 10am presscon will push thru.

Fides Lim, KAPATID spokesperson, criticizes the Supreme Court for long wait on petition for release of prisoners, only to refer it to lower courts: Pinaghintay niyo kami at binigo.
Lim to SC: We continue to appeal -- do not stand in your own way. Chief Justice Peralta, you have 2 more years to be true to your own words about our petition.
Lim was referring to Peralta's previous statement in a press release that detainees are presumed innocent.
Lim says they will pursue writ of kalayaan as suggested by SC Associate Justice Marvic Leonen in his separate opinion.
Lim: The Peralta court is provided with remedy with writ of kalayaan. Prove it, don’t be a passive court. Be a humane court.
Justice Sec Menardo Guevarra says the Anti-Terrorism Council has approved today the implementing rules and regulations of the Anti-Terrorism law crafted by a technical group led by the Justice dept.
Copies of Anti-Terrorism law’s IRR to be disseminated to Congress, law enforcement agencies and published online Friday and in newspaper of general circulation over the weekend. IRR to take effect upon publication, submission to ONAR in UP Diliman Friday.
Guevarra says there are no specific provisions in IRR on social media regulation. Says he expects Anti-Terrorism law’s IRR will possibly face the same legal challenge that the law on which it is based faces in the Supreme Court.

KAPATID spox Fides Lim berates BJMP/Manila City Jail officials for keeping Nasino in handcuffs. She also took note of the number of personnel: “Andami-dami niyo.” BJMP/Manila City Jail had argued lack of personnel to argue for reduced furlough period.

Manila RTC Br 47 reduces 3-day furlough granted to Reina Mae Nasino to 2 days (Oct 14 and 16) at 3 hrs each (1-4pm) after Manila City Jail officials asked to reduce furlough citing lack of personnel.
Aside from lack of personnel, Manila City Jail officials now also citing safety of inmates saying they do not have enough facilities to accommodate Nasino when she returns from furlough, accdg to NUPL lawyers.
