fwiw Konami PSP/One games tended to feature among the "can't buy and/or download natively on Vita list: the various Silent Hills, MGS (but not VR Missions?), Castlevania Chronicles, etc
iirc Crash & Spyro were also there, hell if I know, testing this stuff is so laborious
oh and Romancing SaGa 3, which is less than a year old and digital-only on Vita, has apparently never been available to buy directly from the Vita store

fyi they're also killing wishlists alongside the web store—I never used but the Vita diehards in particular seem to consider that feature the only practical way to keep track of games that aren't properly listed, aren't highlighted during sales even when they're discounted, etc

Inafune's mobile game flopped twice, even—when it became immediately clear that it wasn't doing well, they drastically overhauled it in the space of 2-3 months, only for people to not care all over again
