This council pulled this. Crime doesn’t affect us. Karbassi: we can all take a moment to calm down as it was my comments he was referring to. Propositions are either /or. Makes us divisive. I have come out in favor of Prop 20 on my own time not here. Crime has doubled in my
district. We need to do something about it. Verified gang leaders need to go to prison as their are victims. We can’t wait until November election. People don’t want division. Next: he was able to tour food bank and are making changes due to Covid. Diaper Bank so people can

Sacred Streets trained 50 churches to meaningful work for homeless. We are over The $50,000 originally awarded. This new money will go to this center. We think it is worth the cost as it has generated many hours of work. Karbassi: this is a lot of money but we are getting lots of
bang for our bucks. Spees: has provided good distribution during this pandemic. Also we have heard from Sihk and Muslim communities on their threats they have perceived. Arias: can this group meet next Wednesday at our forum on reducing crime? Approved
1- RApprove an agreement with Olympic Property Services, LLC., for Chinatown area clean-up, not to exceed $250,000. Bredefeld wonders is that limited to $250,000 or can it be more? Counsel: yes any contract can be raised by this council at anytime. Bredefeld: this same company
was awarded on. 4-3 vote to clean freeway even though they were more expensive and provided less service. Why wasn’t this Chinatown contract out out to bid? City Manager: not sure why. City can do this cheaper internally. Prevailing wage on this asks Bredefeld? A: yes it does.
Arias: makes motion to approve. Gets second. Council wanted freeway cleanup to keep jobs local. Company came back with more clean up plus bonding is twice what is required by City. City has had 2 years to clean Chinatown and it hasn’t been done. Sanitation is overwhelmed. When it
is requested to pick up trash and can take 8 days. Meanwhile other trash piles. Bulk items are contracted out to private firms to pick up appliances. This is intended to be an immediate solution to this. When Santa Clara St was cleaned up homeless moved to Chinatown and they have
have taken the brunt. $40 million housing project in Chinatown but it is near a fire hazard due to this trash piling up. Fulton and Tower get weekly clean up. Chinatown has been given years to be cleaned up. Karbassi: more mixed use in Chinatown before 2009 recession. Bredefeld
interjects it is his turn. Mozier: PBID for Fulton helps with clean Up along with TIGER grant obligations. Jim Schaad:freeway contract increased due to increased services. That is a good thing. Additional funding is what makes it work. City could clean it up now that there is
more funding. We could start October 15th but we are surprised this showed up on the agenda. City Manager Quan: Arias is on record saying city staff did a great job on Santa Clara. Arias: that wasn’t a favor to me. That was after a huge pile. Bredefeld: gets mad he doesn’t get
the floor. Bredefeld yells at Caprioglio for laughing. Bredefeld tells him he is part of swamp and the corruption here and on this contract. Caprioglio tells Bredefeld he can resign anytime if he doesn’t want to be part of this. Karbassi apologizes to public for this. Arias calls
for a five minute break for everyone to calm down. (Bredefeld wanted the floor back but Caprioglio called for the question at hand to be voted on and that is when the council got testy with each other).
Council is back. Arias: calls for public comment. Bredefeld wants the floor. @LisaYFlores1 there are fires in Chinatown. Also Council needs to behave. You represent me. Next: D’Aungillique Jackson: council needs to be better. Bredefeld wants to speak but Caprioglio calling for
his resignation doesn’t help. Next: Sam Frank: city employees don’t like to see contracts famed out to private firms. Bredefeld asks for floor back. He says we got this new contract just yesterday. Analysis shows city staff can go this for cheaper than Olympic. ($250,000 v $70000
). Contract from Olympic is half of what they asked for in September. Public dollars should go out to bid. $143,000 now after originally $250,000. This is about giving lucrative contracts to friends. Council acts like big protector of public dollars. This is public corruption.
Karbassi asks Arias if he wishes he had a mic cutoff switch. He apologizes to public for council for getting heated. Chinatown has always been a focus of his. Chinatown has been hit by recession and HSR construction. How many months is Operation Clean up? Schaad: unsure.
Karbassi: how long until Chinatown gets service? Contract number was lowered and I would think Bredefeld and administration would be happy about that but i guess not. Arias: Bredefeld comments had lots of inaccuracies. City staff proposed only two hours of pressure washing.
Arias: if we can do RFP then let’s do that. Quan: is the RFP comment an attack on administration? Aris calls for vote. Approved 6-1 with Bredefeld voting NO. 1-T Karbassi wants to table this so we know exactly how much CARES dollars are left? Approved to table 6-0-1 with

amendment takes a bit of time so we can work on this. Bredefeld: we all agree we don’t want liquor stores to proliferate in neighborhoods but we don’t want to hurt grocery stores. Esparza: just wants to prevent a future problem. This still allows lessening liquor stores to occur.
1-V why are we extending this? asks Bredefeld Soria: this waives fees so developers can fill in gap so they can be built in disadvantaged communities. Bredefeld agrees. Approved
3-A Authorizing and directing Finance to decline City participation in the optional federal payroll tax deferral program Bargaining Units/employees were reached out to but no interest occurred. Approved.
4-A *Approving the honorary street name change designating Lane Avenue in Southeast Fresno to also be known as "Liles Avenue" at the entrance to Sunnyside High School.Chavez:received over 1200 emails from youth asking for this. Thanks them and Tim’s brother Ron for his help.
It will be called Tim Liles Way!! Approved.

all games away from campus. @esparza_nelson asks applicant what is the new information ? A: we want to put our best foot forward on this. Esparza: November 5th is next scheduled meeting to meet on this. Approval to move it to the 5th 6-0-1 as Caprioglio has a medical appointment.

2:00 Arias: use Housing Authority to bring $22 million for homeless. Spees: project State’s Homekey t help cities purchase and convert hotels into permanent housing. City will need to add $5-6 million over 5 years. This is a non-binding until next
next meeting but Housing Authority has a deadline to purchase these. @PressedTinP of Housing Authority says via zoom: an exciting partnership with city. Arias has championed this and this is one time funding source for this. This will help women and children living in the hotels.
We know this feels rushed but will give State assurance we are moving in the correct direction. Approved 5-0 with Bredefeld recused and Caprioglio absent. Council now goes into Closed Session.
