Leslie Hoffman w/ DMS gives background for #kyga20’s HB352 that directed Dept. of Medicaid Services & the Dept. of Corrections to develop & submit an 1115 waiver to cover SUD treatment. #SUDWaiver
DMS’s Hoffman states that #Kentucky would be the first state in the nation to request this type of #SUDWaiver incarceration amendment. The entire initiative will be pending CMS approval.
Sarah Johnson w/ DOC says 19K individuals are currently incarcerated in KY, & 50K are under some form of supervision of DOC.
Approx. 65% of these individuals have a substance abuse disorder that need some form of treatment.
Johnson: Currently, DOC has 2,609 beds available for a variety of treatment options.
Johnson: growth of treatment opportunities throughout DOC programs & institutions has grown in recent years, but more is needed. The need for more treatment options is large.
Johnson: DOC understands the stigma w/ substance abuse treatment & incarceration. Treatment is *NOT* punishment. DOC is working hard to reduce stigma bc #recovery is possible if you A.S.K. for help — Addiction Services of #Kentucky.
Q&A:
Q - Concern w/ community treatment & awareness/education for judges, knowing #SUD treatment options.
A - Social service clinicians placed in every probation & parole office in #Kentucky. Is an option to every circuit judge statewide. #SUDWaiver
Q - In order to serve more individuals, will more jails be offering #SUD programs?
A - In #SUDWaiver it is built in to be able to expand the services currently offered. Absolutely something DOC wants to do.
Q - Would facilities need to be expanded to provide these services?
A - Not necessarily, it may just mean they have to move general population around to make programming occur.
Q - Concerns w/ integration of care & release stipulations specific to MCOs.
A - Pre-release would see a 30-day coordination, including help w/ applications or even housing forms.
Q - Concerns over access to individuals inside facilities — COVID complications; would it to be via phone?
A - DOC has not developed a specific process. Depending on #COVID19 & if CMS approves #SUDWaiver, DOC would work to make sure connection occurs.
