Governor Wolf says he offered concessions to legislative Republicans last week in order to try and reach a pre-canvassing deal. Indicated he and legislative Republicans had reached an agreement and then Republicans then took the deal off the table.
Wolf said he offered concessions specifically on reducing the number of days after the election that counties could count ballots post-marked on Nov. 3 from 3 to 2, additional security measures for dropboxes, and allowing poll watchers from outside a given county.
Wolf just said, "It was their deal and they walked away from it."
I reached out to a House GOP Spokesman yesterday, who characterized this differently.
"There was no deal or firm concessions put on the table by the governor," the spokesman said.
The spokesman tells me the house passed HB 2626 which allows for 3 days of precanvassing among other security measures. They passed it 5 weeks ago, but the Governor said he'd veto.

Spokeswoman for Senate Majority Leader says Governor Wolf is mischaracterizing what happened last week with these negotiations.
Just wrapped up an interview with house GOP spokesman who said the conversations described by wolf never happened and blamed the governor for not engaging with republicans sooner. That said, republicans would take Wolfs call on precanvassing if he made it.
I’ve reached out to Govs office for comment. GOP spox said they’re concerned that passing a bill this close to election could do more harm than good for elections offices. Alegheny county official told me yesterday if they were given any time, they’d adjust schedules to count.
I just heard from Democratic Senator Jay Costa's office on this. A representative confirms Governor Wolf's account of what happened, that the bones of an agreement was in place and Republicans walked away.
To sum this up:
Wolf says he made concessions on a deal with Republicans to allow precanvassing and says R's walked away. Confirmed by Sen Costa, familiar with discussions.
House R and Senate R spokespeople say no deal was ever in place & don't know what Wolf is talking about.

Cumberland County, Pa, where President won by 17.8 points in 2016, decides to start counting mail-in ballots on Nov. 4th, the day after the general election.
No precanvassing means smaller counties need to figure out how to allocate resources, this is how Cumberland is doing so.
Ok. Bear with me here. I spoke with elections officials in two counties today who say they’re getting inundated with calls tied back to Box number 7 on the mail-in ballot application form.

Some back of the envelope math from the primaries suggests that the rejection rate for ballots not inside the secrecy sleeve is about 5%. Right now, 2 million Pennsylvanians and rising have requested mail in ballots. 5% of that is 100,000. Pennsylvania’s margin in 2016: 44,000.
Profiling Washington County tonight. They had 22,000 people vote by mail in the primary. Around 1,000 ballots were ‘naked’. In June primary, counties were allowed to count these ballots after careful review. Last week, state Supreme Court said these ballots must be tossed in Nov.
The ballot needs to be "finalized", approved by a court before going to voters. Right now, Pa. Democrats are saying the Green Party didn't do the necessary work to ensure their Presidential and VP candidates should be on the ballot.
No exact word on what's next in the case.

Allegheny County Elections board to CONSIDER a proposal that would open up locations to allow for secure in-person mail in ballot drop off OR "over the counter" voting.
The "over the counter" voting would take longer than going to a normal polling place on Election Day.
This PROPOSAL will be discussed at a meeting next Thursday.
It has not been approved yet.
It would occur at the places and times attached.
Mail-In drop-off would be quick, the release says, but to actually VOTE will take some time.
