Cumberland County, Pa, where President won by 17.8 points in 2016, decides to start counting mail-in ballots on Nov. 4th, the day after the general election.
No precanvassing means smaller counties need to figure out how to allocate resources, this is how Cumberland is doing so.
I spoke with Republican and Democratic legislators last week who both agree that they want to give the counties the ability to precanvass, but a deal that Legislative Republicans and Governor Wolf would agree to just hasn't come to fruition.
Friendly reminder that the @PAStateDept reported zero instances of intentional, malicious fraud of the nearly 3 million ballots cast in the June primary, 1.5 million of which were mail-in ballots.
ABC News partners, @FiveThirtyEight out with an article explaining why the Cumberland Counties of the state will mean PA could have a election night leader and different leader by Friday based on the polling.
My colleague @ChandiWTAE has confirmed that BEAVER COUNTY will not start counting mail-in ballots until the day after Election Day as well.
Commissioner tells Chandi they'll plan to start counting as soon as their office opens on Wednesday.
Important to note: @PAStateDept says we WILL KNOW the amount of mail-in vote outstanding as counties start counting. In-person votes likely to be reported first, but we’ll know how many mail-in ballots a county has. Important context as counties canvass.
My colleague @WTAE_Brittany has heard from Greene Co, which says they'll start counting mail-in ballots Weds am & go until 4 pm each day. NOT planning to count thru the weekend if they don't count all their mail-ins. @ElectProject reports 5,107 ballots requested there. #WTAE

Governor Wolf says he offered concessions to legislative Republicans last week in order to try and reach a pre-canvassing deal. Indicated he and legislative Republicans had reached an agreement and then Republicans then took the deal off the table.
Wolf said he offered concessions specifically on reducing the number of days after the election that counties could count ballots post-marked on Nov. 3 from 3 to 2, additional security measures for dropboxes, and allowing poll watchers from outside a given county.
Wolf just said, "It was their deal and they walked away from it."
I reached out to a House GOP Spokesman yesterday, who characterized this differently.
"There was no deal or firm concessions put on the table by the governor," the spokesman said.
Ok. Bear with me here. I spoke with elections officials in two counties today who say they’re getting inundated with calls tied back to Box number 7 on the mail-in ballot application form.
I have an incredibly important story tonight at 6. If you’re voting by mail, there’s a chance your vote won’t be counted if you don’t put it inside of the secrecy envelope that’s provided as part of your ballot. wtae.com/article/secrec…
Some back of the envelope math from the primaries suggests that the rejection rate for ballots not inside the secrecy sleeve is about 5%. Right now, 2 million Pennsylvanians and rising have requested mail in ballots. 5% of that is 100,000. Pennsylvania’s margin in 2016: 44,000.
Profiling Washington County tonight. They had 22,000 people vote by mail in the primary. Around 1,000 ballots were ‘naked’. In June primary, counties were allowed to count these ballots after careful review. Last week, state Supreme Court said these ballots must be tossed in Nov.
The ballot needs to be "finalized", approved by a court before going to voters. Right now, Pa. Democrats are saying the Green Party didn't do the necessary work to ensure their Presidential and VP candidates should be on the ballot.
No exact word on what's next in the case.
President Donald Trump's 2016 margin in Pennsylvania: 44,292 votes.
Number of votes Green Party candidate Jill Stein got: 49,941
Well, if this range session is any indication, I’m gonna shoot a 135 tomorrow morning. At least the weather is nice. Everyone have a good, safe weekend.
Update: 45 at the turn. All seems normal again. Key tip: don’t practice. Or think.
Another update. My @CallawayGolf driver broke. My 3 wood broke last round. And I’ve broken 4 irons in this set. Not a snap over the knee type of guy, so maybe I’m just crazy strong?
Allegheny County Elections board to CONSIDER a proposal that would open up locations to allow for secure in-person mail in ballot drop off OR "over the counter" voting.
The "over the counter" voting would take longer than going to a normal polling place on Election Day.
This PROPOSAL will be discussed at a meeting next Thursday.
It has not been approved yet.
It would occur at the places and times attached.
Mail-In drop-off would be quick, the release says, but to actually VOTE will take some time.
