Primarily: Citizens in Puerto Rico, Virgin Islands, etc can't vote in elections bc of rulings in the 1800s, which decided these places were inhabited by "alien races" who "might not understand Anglo-Saxon laws"

They are STILL barred from voting because of a blurb in the Constitution which reads: "Each *State* shall appoint.. a Number of Electors.."

It's literally that one word "State" which means they can't vote.
ALSO:

If you were born in mainland US, grew up in mainland US, but decided to move to the territories, then you CAN NO LONGER VOTE!!!

(But if you move elsewhere in the world - *anywhere in the world* - you can still vote via absentee ballot)
One man I interviewed, who grew up in DC and moved to the US Virgin Islands didn't realise that meant couldn't vote until he actually moved there.
