The account that appeared to take credit for the Vienna terror attack (before being suspended) has a photo that overlapped with the avatar photo on this (alleged) ISIS account. 
This appears to be the profile image of the account holder who (appeared to) take credit for the Vienna attacks - and threatened more. The account tweeted in English and Russian before being suspended.

This was the other account from which he (or someone else using the same name and photo - but the photo is unique and doesn't appear anywhere else on the internet) tweeted the threats a couple of hours ago.
So it appears that this account (or group of accounts) have been consistently posting pro-ISIS propaganda and have been taken down after being reported. Thus it doesn't have to be linked to events in Vienna; likely just a propaganda troll taking credit.
