Coun Gordijk thanks Geoff Dubrick, Scott Nancekivell and Sandy Jackson for their work on erecting the Terry Fox memorial in Petersburg Park this summer.
Coun Hallman asks Ms Jackson (Director of Facilities & Recreation Services) if fencing in Norm Hill Park will be removed to avoid damage due to possible flooding. Ms Jackson says that it's being looked into.
The motion to accept the reports has been carried.
Next: Report on the Township of Wilmot Municipal Alcohol Policy. Coun Fisher says he sat in on the meeting where this was discussed, and he says he thinks the new policy was well received.
Ms Jackson is giving a report about the policy. She thanks Manny Jones for her work on developing the Township's policy, and Patrick Kelly (Director of Finance).
Coun Gordijk passes on the thanks of Aaron Fewkes, president of The Community Players of New Hamburg.
Coun Hallman thanks Township staff for the layers of work that went into this new policy and for involving local community groups.
Coun Pfenning echoes the thanks of the other councillors.
Recommendation: THAT the Township of Wilmot Municipal Alcohol Policy (MAP) be repealed and that Governance Policy GP-004 (Municipal Alcohol Policy) be approved effective January 1, 2021.

Coun Hallman is asking several questions about legal representation and the quality of the educational material that is being provided.

Ms Mittelholtz has written an amendment at the request of Councillors Gerber and Hallman.
Coun Hallman says she's uncomfortable with this supplementary agreement, and she would like to see an agreement that's independent of the 2016 one that deals with the Unfortunate Four.
Coun Pfenning says she's supporting the supplementary agreement to avoid any further legal costs for drafting another agreement.
She says that the educational component of this project is a conversation that we need to have.
Coun Gerber agrees with Coun Pfenning's assessment of the costs involved with drafting a new agreement.
This is the proposed amendment that Ms Mittelholtz has drafted.
In addition, some members of council are asking that the PM Path educational content on the Township's website be amended to reflect that while the information is accurate, but it is not complete.
Coun Gerber suggests contacting Nipissing University's Indigenous studies program for their input.
Coun Fisher says he's not in favour of removing content, but agrees with Councillors Pfenning's and Gerber's suggestions.
Coun Gordijk says that content that's submitted in future should be vetted, perhaps by the Indigenous studies program that Coun Gerber recommended. She says there should be more dur diliegence.
Coun Hallman says the "disclaimer" on every PM's individual history to say that this is not a fulsome account.
Recommendation: THAT the Mayor and Clerk be directed to execute the Supplementary Agreement with Createscape Waterloo Region. (with amendement)

Next item is the addition to the agenda: Regional Council Composition Review.
The recommendation is for the Township to support the status quo of the make up of Regional council.

Next is correspondence: Aggregate Property Tax – County of Wellington. It is supported by Wilmot council.

Coun Pfenning speaks in tribute to the young man who died in a recent car accident near the Rec Complex. She thanks staff who helped facilitate a car rally in his honour. She mentions that the man was a friend of her son's.

The event was supposed to be held in Ottawa, but switched to an online conference due to COVID. The Region of Waterloo had numerous delegates who joined virtually... 1/
...including Chair Karen Redman and the mayors of the Tri-Cities. Mayors Sandy Shantz (Woolwich) and Sue Foxton (North Dumfries) were the representatives from the region's townships. Wilmot sent a delegation for the first time in 2019, but not this year. 2/
On Day 1, Lital Marom, gave a keynote presentation - "Innovation, Disruption and Municipal Government".
