Gen Flynn on Newsmax:

"The technical side of this election, the electronic voting, there's probably some problems there and they're going to find those out...What happened was when the votes didn't get to the numbers that they needed, now they come in with the mail-in-ballots."
Gen Flynn (cont): "I believe they are going to find mail-in-ballot problems like we already have seen, that were after the fact to get to the numbers to achieve a victory...I pray that I'm wrong, but that's my gut following a lot of information and a lot of insight."
Dems pushed mail-in-ballots until late Sept. They suddenly switched to pushing in-person voting.

1) We all know Dems were heavily pushing Absentee Ballots - as they have for many years.

In April, Pelosi was pushing "for a vote-by-mail provision in Congress' next coronavirus relief package."

2) The Dem controlled House tried to push an amendment to a "2002 law known as the Help America Vote Act to make a sworn signature sufficient proof to vote on election day in all states."

Thankfully, it died in the Senate.

3) The rationale behind the recent push was, of course, COVID.

But in late August, some "concerns" supposedly began:

"Black and Latino voters consistently voice more discomfort and uncertainty about voting by mail"

Might be worth examining spending by PA of proceeds from Help America Vote Act (HAVA) Grant Fund ($17.1mm) & HAVA Election Security Grant Fund ($18.2mm).

County proceeds ($6mm & $7mm) distributed by Kathy Boockvar on 4/27 & 4/28 respectively.

Use of proceeds is vague.

$6mm from Grant Fund:

"including but not limited to voter notifications and education, increased costs related to mail-in and absentee voting..."
$7mm from Election Security Grant Fund:

1) Reminder: ~Feb. 4, 2014, Victoria Nuland & Geoffrey Pyatt discussed the ouster of Ukrainian President Yanukovych and installation of opposition leader Yatsenyuk as PM.

Then-Vice President Biden was referenced as perhaps being willing to help cement the changeover in Ukraine.
2) On Feb. 22, 2014, Yanukovych was removed as president of Ukraine and fled to Russia.

On Feb. 27, 2014, Yatsenyuk, the candidate favored by Nuland, was installed as prime minister of Ukraine.
3) In April 2014, Joe Biden would get personally involved in Ukraine, as would his son, Hunter.

"I am receiving calls from the Southern District of New York, from the US Attorney himself..."

Date of this recording?

Asking because:

Preet Bharara was SDNY US Attorney from 8-13-09 to 3-11-17.

Devon Archer was arrested and charged on May 11, 2016.

Based on this nice catch by @smc12256 it seems more likely that @AndrewCMcCarthy guess of May 2018 was accurate meaning the call took place during the tenure of Geoffrey Berman.
For clarity, here is McCarthy's tweet on the timing matter:

I missed the 10/21 issuance of this long-awaited EO - Creating Schedule F In The Excepted Service.

Greater latitude over federal service career employees, who enjoy FAR greater employment protection than private citizens, is long overdue.

Current "requirements can make removing poorly performing employees difficult. Only a quarter of Federal supervisors are confident that they could remove a poor performer."
"Career employees in confidential, policy-determining, policy‑making, and policy-advocating positions wield significant influence over Government operations and effectiveness."
