What happens to Mayor John Biggs if he wins/loses the Mayoral referendum 6th May?
By law within 28 days of referendum result need a special meeting on next step
Interesting to compare the Newham v Tower Council notes about what they say happens next if Mayoral model loses vote

Newham says "If a referendum is held and votes for a change of governance arrangements, within 28 days of the poll date, the Council must pass a second resolution to implement the change in a Special Council Meeting held for this purpose."

But Tower Hamlets says something a little different
"If a referendum is held ...the Council must pass a second resolution to implement the change in a Special Council
Meeting held for this purpose and if necessary transitional arrangements agreed"
What does transitional mean?

If Leader and Cabinet wins I assume Labour Cllrs elect a new leader & John Biggs is not eligible to stand as not a Cllr
You cannot have transitional arrangements for a year if model of governance has been rejected?
So this may become a referendum on John Biggs
That is a mistake

I want to avoid personalities in referendum debate
It should be about what is the right model for next 10 yrs (can only change referendum result every 10 years) not on who is the right leader
And my doubts are mainly about the model, I do not think it works, less an issue

But if the referendum vote May 21 is for Leader and Cabinet I cannot see how John stays as Mayor until May 2022 given that we have everything we need to make Leader and Cabinet work (Labour Cllrs elect one of their own to lead) after referendum

Still do not know which way Labour / John Biggs will campaign now either?
Yesterday I thought would campaign for Leader and Cabinet, now not so sure in part because of above
I also do not know which way I would vote as I think both poor choices with different pro's and con's

Croydon Council effectively bankrupt
Have been issues for years, long before COVID & first serious signs of trouble date to 2017
Tower Hamlets Council in a much better position thanks in part because government more generous to us, business rates income from CW, development

generating lots of CIL, S106 and especially New Homes Bonus from government (TH Council never mention this fact)
But where we are similar to Croydon is in our internal processes to spot issues like this
Big problems in our year end accounts & pensions spotted by new auditors +

new temporary staff
I do not think Overview & Scrutiny nor Audit entirely fit for purpose here either & TH Council has failed to deliver its savings programmes
But more seriously has never been honest about is true financial position (always always governments fault)

Tower Hamlets often fills me with despair never more so then now
In a secret meeting Labour Cllrs vote to have a referendum next May between 2 choices:
Leader and Cabinet - rejected 10 years ago 60:40%
Directly elected Mayor
But clear that fear of Lutfur Rahman return has

pushed Labour to try and get rid of the directly elected Mayor
So next years referendum will be a fight between Lutfur Rahman supporters in favour of the elected Mayor & Labour to get rid of it
Those of us who want better governance will get squeezed out because other options

available were ignored namely;
Committee system - which Newham Labour Cllrs recently chose as their referendum option
Hybrid systems
It is not even clear which form of Leader and Cabinet model will be on offer - leader elected for 4 years or every year?
TH Labour are repeating

For the record I would vote for Joe Biden if a US citizen
I do not like virtue signalling but Trump is different & it allows me to share this excellent article

1. he does not take responsibility for his actions
2. he chooses to divide people, sometimes that is unavoidable but he does it for partisan advantage
3. his Covid response

I like Biden, not convinced he is the solution but see pic
But he is not Trump & in the end that is key
Western democracies have to pick up their game as challenges mount, Trump incapable of doing that

Bus route 135 towards Crossharbour
Route D7 towards Poplar will be using Bank St/Heron Quays from today I have been told by local bus driver
I think 277 as well but TfL has contradictory info
So buses now heading south from CW may exit via Bank Street as they used to
277 bus to Crossharbour not changing route today, different now to D7 & 135 as to how head south from CW
I have asked @TfL by email to re-open bus stop H at Canary Wharf in front of HSBC for 135, D7 and 277 buses (if it also shifts route)
Very few Kent bound private buses at this stop 5pm which was original justification for closing this stop to ordinary TfL buses

Petition to hold a referendum to replace the ‘Directly Elected Mayor’ in Tower Hamlets

Some of you may have seen a petition advertised on the Council website to replace the current Directly Elected Mayor model with a Cabinet & Leader model
I and others

think that petition is incomplete & does not consider other options available, including the Committee system which I think preferable
But you as residents need to be involved in making that decision, which needs to start by explaining the different options, pro's & con's

There are four different ways of governing;
a. Mayor directly elected - holds all power
b. Leader and cabinet - leader elected by Councillors, hold all power (maybe)
c. Committee - Councillors decide
d. Hybrid - different combinations of above possible
