Manitoba has signed a deal with private security company G4S to handle #COVID19 enforcement.

That's the same international firm that has handled parking enforcement for the Winnipeg Parking Authority.
The province will contract 90 G4S staff, according to a news release.
The province says 225 public employees were deployed over the weekend. They issued 32 tickets.
Pallister on Steinbach rally:

- I respect protestors. I defend the right of protestors to set up displays in front of my house.

- But I insist the public obey public health orders.

- The Steinbach rally was unsafe.
Pallister repeats what he said Monday - more fines are coming to Steinbach protest attendees.
Pallister asked if Christmas break for students may be extended.

He said yes, it's under consideration.
Pallister asked why hire G4S instead of using police or other public employees.

He says G4S responded to an RFP and have experience with ticketing. References their work for the Winnipeg Parking Authority.
Pallister: Don't judge Steinbach by the conduct of a few miscreants.
Pallister asked if Manitoba will reconsider a household-only rule.

Says he is responsible for decisions but he relies on advice from Dr. Roussin.
Pallister asked again and doubles down. Insists he does not tels Roussin what to do or squelch his advice.
Pallister asked why the RCMP declined to hand out tickets in Steinbach and that task was left to enforcement officers.

Surmises Mounties could have escalated the situation if they handed out tickets but qualifies that statement in suggesting he does not know for certain.
Pallister asked where G4S staff will operate.

Says that's like disclosing the location of photo-radar cameras.
Pallister again says it's difficult to enforce a household-only rule.

[We don't have such a rule.]

Says Manitobans should abide by the spirit of the rules, not the letter.
Premier asked for cost and duration of G4S contract.

Doesn't know.
Pallister asked when he's going to get serious about a household-only rule.

Says Manitoba is serious and continues to insist Manitoba has the toughest restrictions.
Pallister asked why MB can't have a household-only rule when B.C. does.

He says MB is tougher than B.C. in other areas.
Pallister asked whether military resources can be deployed in Manitoba.

Says he has spoken to Trudeau about resources but doesn't get into specifics. Surmises military could assist Opaskwayak Cree Nation with its outbreak.
Pallister asked what G4S will do, specifically.

Says they will offer deterrence through ticketing.
Pallister says G4S will respond to complaints and engage in patrols.
Pallister announces he has a new niece.

Press briefing is over.

Public service announcement: famous people tend to be far less interesting than regular folks.
This is not populist pandering. Nor is it faux-democratic anti-elitism.

There’s no ideology behind the statement.

It’s simple psychology ...
To start with, no one is raised to handle the concept of a public profile.

Truly famous people have to master with a very difficult act of figuring out where the boundaries lie between their public and private selves.
