7. Require 3 children, physical fitness, dress, manners, ethics and morals, and 10+ years in a successful career to teach from 7yrs or older. Teaching is an art and talent not a skill. It takes 6m to learn curriculum delivery and measurement. That's it.
8. Privatize all education so that it mirrors the financial, legal, and medical industries. Then issue universal tests of progress. And measure progress given sexes, classes, and races mature at different rates - not failure.

The American equivalent of this strategy requires a slight variation because of the larger scale, but is equally easy, because the minute you have civil war it's an post-verbal, existential demonstration of a failed govt, and firing on people with moral claims is delegitimizing.
This delegitimization has an immediate effect on military and police, the bureaucracy, formerly neutral population segments, radicalizes sympathizers, and most importantly, the international community - in which the govt immediately loses all soft power and can't function.
"Gaslighting" means questioning your sanity because of a failure of your sense perception. I does not mean falsifying your ideas or beliefs you depend upon to explain your model of the world, on terms you can understand, with your ability, background, and knowledge.
Our long march out of ignorance, superstition, bias, and wishful thinking is a record of the falsification of our ideas and beliefs - the vast majority of which have been false attribution of design or intent to phenomena emergent from nothing other than the laws of the universe.
Science like our law it evolved from requires statements are testifiable, because they provide explanatory power under realism, naturalism, and operationalism - not that they're 'provable' or 'verifiable' - not because we can make "justifiable" but untestifiable excuses for them.
