As cases across USA rise we've seen rise in NC numbers.
We're shocked at some of these numbers.
News of vaccines has given us hope. We must act now to save lives.
@NC_Governor Health Sec. Mandy Cohen begins with the charts showing trend lines that "increased sharply."

(When does Cooper admin call it a spike or a surge - terms they rejected applied to NC?)
@NC_Governor Cohen:
We had more cases in a single day than the entire population of Gov. Cooper's hometown.
@NC_Governor Cohen:
We're setting records in number of hospitalizations & patients in ICU.

We are still able to manage capacity at this time - as of today.
@NC_Governor Cohen again explains the color-coded county - that has gotten updated.
48 of 100 counties at red (critical) levels of viral spread.

If you are in a red or orange county (all but 18 counties) you should limit how much you leave the house.
@NC_Governor Cohen:
I'm very worried.
This is a pandemic.
We can slow it down.
Don't wait until it's you or a loved one that gets COVID and dies from it.
Do the 3 Ws now.
Your actions can keep people from getting sick and dying.
@NC_Governor Cohen:
We have a tough ask... please avoid traveling & gathering for holidays.
Please limit your gatherings.
Keep them outdoors.

Everyone must step up and protect each other.

NC trends are alarming.
Virus is upon us with a viciousness we've not seen before.

I'm issuing a modified #SHEO -- requiring everyone stay home 10p - 5a (curfew).
All on-site alcohol consumption sites must close by 9p.
@NC_Governor Gov:
The curfew is meant to keep people at home, where they're safer.
We WILL do more if our trends do not improve.
That means more shutdowns of businesses.

Thank you frontline health care workers who are making tremendous sacrifices to provide care for those who need it.
Let's show them we care by doing our part to reduce their burden.
This year has been tiring & painful.
Truly a matter of life & death.

We look out for each other in tough times.

Are NCians advised to take vaccine?
What are you doing to reduce mistrust of vax in balck & brown communities.

Gov:
Prelim data shows vax are safe. The risk of getting COVID is so much greater than not.

When is enough is enough & when do we really crack down, and there will be repercussions?

Gov:
Most comply. Some don't & are flagrant. We urge local gov'ts to enforce. We put orders out there to save lives. These things are scientifically proven to slow virus.

Outlining shipments of vax to hospitals.
Cohen:
Healthcare staff get vax first.

Freezer storage in other non-hospital places?

Cohen:
Pfizer will provide dry ice for ultra cold storage. Supplies are limited at first, so that's where the vax will go.

What happens in 10p - 5a that leads to viral spread?
How does vax timeline factor into restrictions timeline.

Gov:
Later time = less inhibitions = more opportunities for spread. To avoid indoor gatherings that we see.
This #SHEO tells people to go home.

Still have mask mandate, gathering limits, capacity protocols - this curfew is to send signal how important it is to not be at these gatherings.

Is this up to local law enforcement to enforce curfew?

Gov:
We not trying to get people in trouble. These are meant as guidelines to tell people what they need to do to slow the spread.

We need to be concerned about employees being tired. Can you comment on that?

Gov:
That's why I lifted them up in my comments today. They are frustrated when they see people ignore these rules.
Why I am urging NCians to pull together to help them.

Should people who already had COVID be encouraged to get a vaccine?

Gov:
We don't know how long immunity would last (if at all).

Cohen:
Gov is right. Need more info. We'll see what FDA & CDC recommend.

Can you speak to those in age group 20s - early 50s about their role in being in places with spread who are not following rules?

Cohen:
We're all in this together. We all impact each other.
You can spread it when you don't know you have it.

Masks prevent you from spreading it to others.
More & more people are going into the hospital & are very ill. They are alone - except frontline hospital workers.
Reporter Q:
You said it was informal social gatherings that's spreading virus, so how does this curfew address that?

Gov:
Informal gatherings are not ONLY place. Also at restaurants. So, this will keep people from attending those gatherings.

Other states tried curfew, is there evidence that this worked? Will this drive people into small informal gatherings?

Gov:
Mass & Ohio had some success. Hard to measure, though.
Everyone needs to be home by 10p.
We think if people do this it will help.

Are we able to attribute spike to Thanksgiving? How much higher do you think cases will go?

Cohen:
Just starting to see T'giving impact. I expect the numbers to go up this week. 6,000 new cases in 1 day is really worrisome.

Are any businesses entirely shut down or capacity reduced? What about Wal-Mart & Target?

Gov:
Capacity limits remain in place. Most retail establishments must close - except if you sell food, Rx, fuel.
Mfg. & construction no affected.

Gov:
Yes. As soon as it is my turn. Go to website to see the list of who gets it & when.

Duke & UNC report say hospitals are 6 weeks away from full capacity.
What red flags are you looking for to enact new measures.

Gov:
This is why we're acting today.
Hospital capacity is threatened.

Our numbers are too high and we cannot ignore them.
But other states are worse. They should be the canary in the coal mine for us.
That's why we limited capacity for social & family gatherings to 10.

We're rolling out a new county alert system showing hot spots. But our entire state is experiencing widespread transmission.
Other states are seeing surges.
Ours are not surging. But it could happen quickly.

Two things can be true:

1. GOP members of the NC BoE felt misled on what the consent deal would actually do.

2. The NCGOP lawyer (and/or other party leaders) told them they should resign over their approval of the deal.

When the deal was announced, I said the GOP members should resign for voting for it - either for incompetence, an unwillingness to fight, or for their support of that deal. You make a mistake like that, and no - you shouldn’t get to stay on the board to make more.

So, then the 2 board members resigned & issued statements. One said he felt misled. The other said he misunderstood the deal.
Are they lying?
Or maybe it’s as I said - they could’ve been misled AND have been told to resign.

The "AG proposes a cure procedure that is more voter friendly. Cure would confirm that voter is who they say they are when they are filling out the absentee ballot."

So, it appears it was the AG who recommended the affidavit as a "cure."

Gov. Cooper is deflecting from the N&O reporter question about why he issued mandates on K-12 re-openings but not colleges.

It's yet another example of how arbitrary the Governor's #SHEOs have been. When he wants to, he drops the hammer (bars, gyms) - assuming near-limitless power. But when he doesn't (nursing homes, meat processors, colleges) he pretends his power is limited.
