Biden promises "masking requirements, a new strategy for testing," and "accelerated production of protective gear" starting on his administration's first day in office.
"The truth is this — the Trump administration failed to prioritize cybersecurity," @JoeBiden says, speaking about the alleged Russian attack on US networks.
"We can't let this go unanswered," Biden says. "That means making clear and publicly, who is responsible for the attack, and taking meaningful steps to hold them in account."

He adds that AG Barr and others have said it was Russia.
Biden says the Trump administration has not been cooperating fully with the transition, and needs to make information about the attack available to the transition team as they learn it.
"I'll consult with experts to plan for the steps that my administration will take in order to secure our systems, improve our cyber defenses and to better withstand future attacks that we know will come," @JoeBiden says.
"I believe we have to treat [cyberattacks] with the same seriousness of purpose" as threats from other unconventional weapons, Biden says.
First question from @mikememoli on whether @JoeBiden considers the cyberattack an act of war.

Biden says "it is a grave risk and it continues," and he sees "no evidence that it's under control."
Biden says his team has not been briefed on the attack by the @DeptofDefense
"When I learn the extent of the damage, and in fact, who is...responsible, they can be assured that we will respond and probably respond in kind with many options which I will not discuss now," @JoeBiden tells @mikememoli
Biden says AG announcement should come before New Year's, probe into his son has not come up in discussions.
"I guarantee you, I'm going to do what I said. The Attorney General of the United States of America is not the President's lawyer. I will appoint someone who I expect to enforce the law. As the laws written. not guided by me," @JoeBiden says.
Biden says he expects Congress to pass more stimulus "because their constituents are gonna demand it," but notes that the president doesn't control Congress.
"the things that are left to deal with from unemployment...to unemployment insurance to the ability to have access to health care, the ability to get this treat treatment for free, etc. All of that is something that the public is not going to stand for us not doing," Biden says
.@JoeBiden says @realDonaldTrump being out of office will make it easier for Congress to get more done.
Biden says vaccine distribution will need "billions more" in appropriations.
"We can't wait to rebuild the economy, we're going to have to start doing that now" with "infrastructure programs and a whole range of other things," Biden says.
.@JoeBiden says his "ask" to Congress will have 4 components:

1. "making sure we have all the money we need to get the vaccine to 300 million Americans, at a minimum, over the next year."
2. "making sure that all those people who are unemployed through no fault of their own because of the COVID crisis...that they continue to be able to live day to day."

3. Direct payments to individuals/businesses

4. Stimulus/infrastructure to boost job creation
.@JoeBiden on dealing with Republicans: "I'm not going to villainize the opposition, I'm going to stand and say 'this is what we gotta do'"
Biden on AG pick: "We're looking for a team, who will instill the greatest confidence in the professionals at DOJ to know once again, that there is no politics."

"We're just working through it, it's not by design. There's not an obvious choice in my mind [for AG]," he adds.
"what I'm trying to do is pull together the political parties...and so my focus is on uniting not emphasizing the divisions," @JoeBiden says on post-Trump political climate
Cybersecurity will "an overwhelming focus for my administration," @JoeBiden says.
Biden tells @yamiche that immigration activists concerned about the pace of rolling back Trump policies should "trust [him]"
As Biden leaves, a reporter (@pdoocy I think) shouts another question about Hunter.

Biden jokingly calls him "a one-trick pony" and says: "I promise you, my Justice Department will be totally on its own in making its judgments about how they should proceed. "

NEW: With a month before @JoeBiden's inauguration, @realDonaldTrump is largely idle but increasingly out of touch with reality in a way that is causing even those loyalists to be alarmed over what could transpire during the month left in his presidency. independent.co.uk/voices/trump-s…
"It's sad and pathetic," one Trump confidant said of the way his obsession with remaining in office has caused him to seek succor in utter crackpots and conspiracy theorists. “You’d be surprised who the ‘adults in the room’ are these days,” they added. independent.co.uk/voices/trump-s…
“He’s not really interested in anything that happens anymore...he’s plotting and scheming to remain in a job that he’s more or less given up because he doesn’t want to go back to being a regular rich guy who'll still be one of the most famous men on Earth.”independent.co.uk/voices/trump-s…

Rudy appears to be having technical difficulties. WABC’s live stream already dumped into weather and promos after a bunch of dead air.
They’re back. Rudy’s co-host (jokingly, I think?) blamed the Chinese Communist Party for the difficulties.
And they’ve now dumped back into commercials after Rudy tried tossing to his co-host and ended up with another 30 seconds of dead air.

Good morning. Even though I'm not nearly important enough to have been asked to predict journalism things for @NiemanLab, I'd like to offer some. I hope I am proved wrong about all of them.

(thread)
1. "Open press" events will remain dead post-vaccine: Because of the pandemic, both the Trump White House and Biden campaign/transition have limited access to in-person events, news conferences, and briefings to a small circle of deep-pocketed news outlets. While these limits...
...are supposed to be temporary, they have also magnified the advantages enjoyed by the participating outlets (and the reporters who work for them) & helped insulate both the White House and campaign/transition from questioning by those with differing backgrounds/ perspectives...

Ok, that I file under "an inability to play well w/ others" (admittedly a broad definition). But you've long had the star power to strike out on your own when desired, which is fine. Yet those of us who haven't had long, celebrated outlet-hopping careers don't have that option...
...and while I have no problem w/ your, or Matt's, or Glenn's choices, I am vexed by the irresponsible, irrationally exuberant & breathless way media & tech reporters are presenting substack as a magic solution to the hellish landscape that I and far too many others are stuck in.
Your issues with "the msm" aside, you, @sullydish, can walk in and out of it as you wish, while those of us w/o your (or Matt's, or Glenn's) connections / pedigree are left with our faces pressed against the glass because the best way to get a job is still to already have one...

NEW: As @JoeBiden introduces @PeteButtigieg as his Transportation Secretary-designate, activists grow increasingly vexed at the 46th President's largely conventional picks. But more senior progressives say they need to have more faith in Biden's sincerity. independent.co.uk/voices/biden-d…
One veteran activist warned that progressives are "getting too wrapped up into the personality of it all" instead of focusing on what policies the Biden administration will pursue. independent.co.uk/voices/biden-d…
The former @BernieSanders staffer complained that the angst over Biden's picks are never satisfied, "Like when...the progressives who said he needs people of color see a pick like Cedric Richmond and immediately say: ‘No, not that one!’" independent.co.uk/voices/biden-d…

Stephen Miller says Trump electors will be voting and sending results to Congress.

(They'll be worthless because they won't have the seals of the state Secretaries of State, though)
Miller is now repeating the false claims @realDonaldTrump made in a tweet last night about underage, non-citizen, and other illegal voters voting in swing states.
"We have open election challenges in all the contested states," Miller says.

(Courts have rejected all of their challenges. Every. Single One.)
