It could be possible since Police arrived BEFORE the explosion and had already dispatched the hazardous materials unit. Maybe it would a Police announcement to clear out, but on the video, you can't hear the announcer stating they are the Police.
Police said something about shots being fired, then there was audio coming from the RV stating that a bomb would go off soon.
