Gross Enrolment Ratio (GER): What does the 49 GER of TN really mean?

Quick understanding of GER👇

Conducted for the year 2018 - 19

Conducted By : All India Survey on Higher Education (AISHE) - Formulated basis of recommendations of the 12th planning commission
Higher Education: Which is obtained after completing 12 years of schooling & is of the duration of at least 9 months (full time)

or

after completing 10 years of schooling & is of the duration of at least 3 years.
Age group : 18 to 23 years old

GER means the number of students enrolled in that year. Does not necessarily mean new students enrolled for Higher Edu.

For example the same student can continue to appear as enrolled for multiple years if he does UG + PG + Phd

DMK promised Education Loan waiver in their 2016 Poll Manifesto. Total loan due then was ₹17,000 Cr

DMK promises Education loan waiver for 2021 Election. Total loan due as of 2019 was ₹16,500 Cr
Last year for 24,315 Applicants, loan disbursed was ₹740.87 Crores. Average loan per applicant is 3 Lakhs.

So for ₹16,500 Crore loan, it is roughly 5.5 Lakh applicants. Assuming the family will vote for this; this roughly translates to 15 Lakh Votes.
On an average we see only 70% voter turnout and presuming 80% of these beneficiaries decide to cast their vote for DMK - 8.4 Lakh Voters (15 Lakh x 0.7 x 0.8).

₹16,500 Crores proposed expenditure for 1.6% Voters.

Vote wisely people.

⚡️ Relief Fund Requested from Central Gov : 3789 Cr

⚡️ Funds Approved and Released under NCCF in 2008-09: 523 Cr

⚡️ Of the 652 Cr compensation to Farmers, the DMK govt claimed in 2010 to have received only 46 Cr of the Central share of 306 Cr but..
As per 2008-09 Appropriation of Accounts, the funds spent for farmers on account of Floods was 500.85 Crores. No expenditure in 2009-10 on this header.

On the other hand state government claims to have spent 306 Crores on farmers due to this flood.
This only mean 194 Crores was central Grant of the total 501 Crores.

Why did the DMK minister say they received only 46 Crores??
