I don't think Biden is himself a racist and a sexist, but the policy articulated here absolutely is.
You don't use realities that occur at the population level to determine who gets what at the individual level. You simply look at need based on an individual's unique situation, and base aid on those factors.
It may be the case that women and POC are disadvantaged on average compared to white men. And if so then they will receive more assistance that white males anyway. But you don't use race and sex as a proxy for disadvantage, you just use the actual measures of disadvantage.

The New York City Commission on Human Rights asserts that a person's sex is based on traits such as facial hair, vocal pitch, and breast development, and further claim that "gender identity is the primary determinant of a person’s sex."
1) 🚨BREAKING: Parents file lawsuit against Villa Duchesne High School for "intentional racial discrimination" against white students, and using "coercion, intimidation, and threats" to indoctrinate students into Critical Race Theory.
2) Students were told that all white people are racist because they're white, and that black students should "be free from discipline regardless of their behavior."
3) Plaintiff's daughter was subjected to "verbal attacks, and physical threats, social ostracism, false imprisonment, permanent damage to her reputation, and severe and continuing emotional and psychiatric injury."
1/ 🚨ALERT: CA moves to change insurance language on double mastectomies for gender dysphoric females from "cosmetic" to "reconstructive" to ensure no age limit for the procedure. Normal breasts are reclassified as "abnormal structures of the body caused by congenital defects."
2/ "As such, in an individual diagnosed with gender dysphoria, who is born with female characteristics and identifies as male, the presence of a female chest is an abnormal body structure caused by gender dysphoria..."
Biden wants to repeal the HIV Discrimination Act that requires people who know they have HIV to disclose it to sexual partners.
Meanwhile, in NY, Dems are trying to pass a bill that will allow the gov't remove & detain people who may be "potentially dangerous" to public health.
It's amazing how different viruses are treated differently based on politics.
CORRECTION: There is no "HIV Discrimination Act." Biden wants to sign a "REPEAL HIV Discrimination Act" that will attempt to revamp state laws requiring disclosure of HIV to sexual partners & those they may share needles with.
Sorry for the error, though substance is unchanged.
2/ The vaccines appear to prevent you from getting COVID-19 (the disease caused by the virus), but we don't know whether they prevent you from being infected and/or transmitting it to others. You can be "infected" with a virus without showing symptoms.
3/ For instance, you could test positive for human papillomavirus (HPV)—the virus that causes genital warts—and not have warts. Likewise, you may still spread HPV even if you don't have physical warts. And a person you transmit HPV to could develop warts when you never did.
1/ Many activists claim their view that sex is a spectrum helps prevent intersex surgeries from taking place since male and female aren't seen as fixed categories and thus in a sense we are all intersex to some degree.
It tries to solve a problem by queering everyone.
2/ Despite being a factually inaccurate way to view biological sex, I fail to see how portraying intersex as not being fully male or female, but rather somewhere in between because *we all are*, would actually prevent intersex surgeries on infants from taking place.
3/ Rather than telling parents that their intersex infants are not fully male or female, which seems to me would only *increase* the likelihood that parents would pursue "corrective" surgery, the truth seems far more likely to prevent unnecessary surgery on infants.
