Addressing in person learning:
Where we have been: Provided online learning this fall. Tried to get resources to students that needed them. Opened remote spaces for students. Did 2 rounds of wellness calls, with about 40,000 calls total #BoardWatch

Board passed a resolution in November to start returning with small cohorts in 12 schools.
Where are we now? New conditions are emerging, there has been a new serge and there might be a vaccine available to teachers. A new strain has happened.

In light of this situations, they are reassessing their plan with help from the Health Department. Have not lost site of the goal, finding a way to give high quality and safe learning options. Nothing about this pandemic has been clear or straight forward. We are not alone

Many other urban districts are in the same situation. We continue our schools towards in-person learning as outlined in our return safely plan. 1 important area we are working on is completing conditions w/ labor partners. Working towards health & safety plans but no agreement

PC Cont: Asking for safe and reliable testing. Want partnerships with local institutions to ensure reliable and accurate testing process w/ results w/i 72 hours. SF has dangerously high community spread, open in orange. Committed to working w/ district #BoardWatch

PC: Biology Teacher for 22 Years. Very proud of student accomplishments during distance learning. Thank you to IT department. This week two students got covid tested, testing needs to be better if we are returning to school. Part of planning is keeping our community safe

PC: Pres of Local 21. Speaking on reopening. Local 21 & other unions are committed towards working towards a safe plan that keeps everyone safe. Cannot go back to work if covid is substantial or wide spread. Those who have to go to work, need reliable and accessible testing

PC: Retired SFUSD Teacher. Asking if the board can be more forceful with counselor. Supports primarily Black students, difficult to get transcripts from the schools so then they can apply to college. Schools are closed and cannot get transcripts because of that #BoardWatch

PC: Student wants to speak on issues with transcripts. Wants to disclose how there are still issues w/ certain classes, things that people have to take, tardy hours, things like that. Holding certain students back from succeeding and graduating #BoardWatch

PC Cont: It's a global pandemic and certain staff members are telling students that they cannot graduate. Disrespectful and putting students at a disadvantage #BoardWatch

PC: Slap in the face to all the students and families that reopening isn't even on the agenda. 10 months into this and your current plan is to reassess your plan. There is no plan and no leadership, what will it take before we need real leadership here? #BoardWatch

PC Cont: There have been 115 private and parochial schools that are open. There are 0 public schools open. Those w/o the $ are being failed by you #BoardWatch

PC: Parent of two. 1. Continue to encourage to hold school outdoors. Good answer for opening up schools in the fall, no one pursued it. Still a good answer and a great option. 2. Frustrated that often hear people on this board that only wealthy white people want to reopen

PC: Read a statement from another parent who cannot make it. Parent of two students. Why is there no clear plan to return students to school? Not looking for immediate and understands the fear, at some point the surge will taper off and vaccines will be available #BoardWatch

PC Cont: Where are the communications on when things will get better. Cannot speak for other families. Her kids hate online learning. Difficult to see schools like NY and Miami opening when SF fails #BoardWatch

PC: Political science major at SFSU. Schools needs to look at Islam through a variety of different lenses, not just 9/11. Not okay w/ discrimination towards Muslims. Many have chosen to homeschool for this reason. Not delivering the best that can be delivered #BoardWatch

PC: Parent of 1st Grader. There's a lot happening w/ reopening push, a lot happening on the city level. Ask the board to listen to the people in this situation who you really should be serving. That is the neediest and the least advantaged #BoardWatch

PC Cont: And those who are decimated by covid right now. Listen to those who work for the district, those who teach, clean the buildings, and serve meals. Those are the voices that I hope you would be listening to. Not philanthropists, or parents who have a choice #BoardWatch

PC: Parent of 2. Supports a return to in-person learning once it is safe to do so. Stand with leaders about when and how to safely reopen. Hoping agreements can be reached w/ unions. Understand right now there is a surge and distance learning is necessary so want improvements

PC Cont: Teachers have to reinvent the wheel and that isn't fair. Want more students to be included in the safe to reopen plan. Want to be ready to go once things are safe. Want reopening to be a standing agenda item going forward #BoardWatch

PC: Works at Horace Mann. Urge an agreement to be made w/ unions. Latinx families have been heavily affected and we must prioritize safety before reopening. Emphasize the importance of supporting students economically. Many families cannot afford to pay rent #BoardWatch

PC: Want to make people aware that as of a few days ago there are almost 1,000 kids who are covid +, and kids are not widely tested. This is with schools closed. Families have mixed feelings about reopening. Appreciate those who are working towards a safe & equitable reopening

PC: Middle School Teacher and Parent. Want to speak about the safety of reopening schools, currently with the numbers so high, it doesn't make sense to open. Many students are runners and it would not make sense to open #BoardWatch

PC: Many students with medical issues it would mean getting up close and personal and require a change of clothes if they have to change students gowns. Does not make sense to open at this time #BoardWatch

PC: Family Advocate and volunteer that delivers food. Request of Superintendent Matthews: please get headphones for our students. Many live in multigenerational homes, the headphones are very much needed. Miss students and families #BoardWatch

PC Cont: Many families think the risk is too great. They work outside the home or are essential workers. Worried about the risk of lost learning but more worried about the risk of loss of life. Need to be serious, this survey was not complete #BoardWatch

PC: Public School teacher but not in district. Important for SF to put in strong measure especially for staff safety. They are essential workers and they need support. District needs a more robust plan for reopening. Update the return plan for more schools and more grades

PC: Parent of Twins. Former SFUSD teacher. Teacher at Private Teacher currently. Calling to support teachers. Would not feel safe to teach in the purple zone, especially without good testing. Ask the board and Superintendent Matthews to dial back the Teacher Union blaming

PC Cont: As a high-risk family, we will not go back for awhile. The hybrid plan also does not seem great #BoardWatch

PC: President of United Educators of SF. Heard from a lot of people. Will amplify some of what they said. We are in very deep purple and there is a new strain of covid. With only a few people working in person, cases are still happening #BoardWatch

PC Cont: We want to and need to support students in every way that we can. That means the district has an obligation to support educators. We have an obligation to make sure a return to school means a safe return. We support getting vaccinations #BoardWatch

PC: Parent and primary care provider. Continuing to advocate for opening schools this year. With vaccine progress we strongly encourage the unions and SFUSD to reach agreements to get things open once things are safe #BoardWatch

PC: Teacher at Galileo. Wants to return to in-person but it also needs to be safe. High Schools students can carry the virus like any other adult can. Can only return at an orange tier. Teachers and HS students need to learn the proper procedures #BoardWatch

PC Cont: Leadership need to address these young adults. African-Americans have suffered from a variety of things. Students want to know why they are coming to school, places are also not hiring. It is difficult but students need to use this time to educate themselves #BoardWatch

PC: Special Ed teacher. Shout out to Commissioners and staff! Sickened by some of Mayor Breeds leadership when she says she's with teachers but bashes the union. We are all in this together. As public schools we have to look out and be fair to all students #BoardWatch

PC: 4th Grade Parent & Teacher. Confused why staff and teacher vaccines are not at the forefront of this plan. It's the fastest way to get many of us back in the schools. Tired of the arguing, finger pointing, and click bait. Give me the shots #BoardWatch

PC: Special Ed teacher. Safety being the first priority especially for educators. Just want to urge you to please listen to educators and only open when it is safe to do so. People go out into the community every day. It will be difficult to social distance & stay safe

PC: Senior at Abraham Lincoln HS. Lack of support from counselors & teachers. Reached out to counselor and has gotten very few responses. Asked for transcript and no response. W/o 100% College would be very lost in the college process #BoardWatch

PC: Parent and Teacher at Sanchez Elementary. Lots of info that is not publicly available when it comes to reopening. Example: the survey. Many are quoting the survey but there isn't good info out there. Will the survey be completed? #BoardWatch

PC: Coordinates ethnic studies for the district. Speaking in support of the Indian PAC. We are often fed single stories about communities, thank you for showing the complexity. Indian PAC has taught me to be accountable to students, it means cultivating deep relationships

PC: Appreciate the Indian Ed PAC for all the work you do. The slides we saw are really important education we did not get in schools. Looking forward to us doing more to make sure that changes in SFUSD. We should integrate the history you shared and the cultural richness

PC: Thank you for the work you've done. It's long overdue. As a science teacher I try to imbed things learned from Polynesian society. Seeing some of their students culture as Native speakers, English-language learners helps them learn #BoardWatch

PC: Working on food sovereignty project. How can we tie into solving problems and learning about peoples cultures. Give credit where credit is due. Cannot talk about environmentalism without talking about Indigenous knowledge. Feed our communities and support our people

PC: Echo what another commenter said about the urgency of getting some of these things done. There is an urgent call, in our political spheres to provide in person instruction. Amazing reports from Indian PAC and keep seeing on item, removing the mural, and many want it removed

PC Cont: With all of this urgency around school reopening, Black and Indigenous families have been asking for this for 50 years. This needs to be taken care of as soon as possible. These families deserve to have this met this year #BoardWatch

Now moving to Commissioner comments. @marksanchezsf says there is action coming soon on some of these issues. Commissioner Alexander @mattalexandersf wonders what the roadblocks have been to implementing recommendations. #BoardWatch

Superintendent Matthews @SFUSD_Supe: some have been implemented, look at all of them but not all are implemented if they are not in alignment with overall plan. Should be better at getting back to say where we are with these and why. Hope to continue to get better. #BoardWatch

Commissioner @marksanchezsf says that he and @AliMCollins have been working to log years of requests from advisories and planning to bring a resolution to help move these forward #BoardWatch

Commissioner Collins @AliMCollins notes one change that was made this year was to change language from "Thanksgiving Break" to "Fall Break." Notes that Board is also responsible to check selves when hear presentations, determine where we are at. Need a process. #BoardWatch

.@AliMCollins suggests a public tracking document for all of the recommendations. @SFUSD_Supe says this can be part of the job of the Board liaison. #BoardWatch

Commissioner Lam @jennyhlam says as a parent of a HS student is very proud of some of the "unlearning" her student has had. Thanks the Indian Ed PAC. #BoardWatch

Student Delegate Correa Almanza @kathyacorreaal1 appreciates the presentation and recommendations, especially replacing the "mission" unit in the elementary curriculum and the idea of trying to hire more Native American teachers. #BoardWatch

Mary Travis Allen: the fight continues, was around for Civil Rights, Alcatraz, Wounded Knee; negative things still exist, have to continue the fight, refine and elevate our voices, look for allies and reestablish our rights and land. #BoardWatch

Next up: report from the Parent Advisory Council: top priorities are communication, distance learning/return to in person, and equity, including right to have one's voice heard. #BoardWatch

PAC Chair Naomi Laguana asks that SFUSD be more specific with communication to families. Board of Ed meetings are great ways to learn more about policies, but many families in district cannot attend the meetings and are not as well informed. #BoardWatch

Lauana: wonders if a summary of what happened at BOE could be made by staff at SFUSD and sent out to families. Also, not clear communication from school sites. Notes a group has been created called Decreasing the Distance, this proves there is need for a more robust approach

Cont. families need more information about why schools are not reopening. Understand there are legal restrictions about what the district can share, there needs to be more transparent communication around a specific timeline #BoardWatch

PAC report continued: appreciate flexibility on renaming, speaks of collaboration between various advisory groups, plans for LCAP Task Force stakeholder engagement. LCAP Task Force Meetings are at 3PM on the First Thursday of each month. #BoardWatch

PAC is also involved with an assessment committee and outreach about implementation of the new student assignment system. Dates of meetings are on the PAC web site, pacsf.org. You can also visit that site to apply to be a member of the PAC. Meetings 1st Wednesday.

Commissioner Lam @jennyhlam would like to learn more about what is effective communication, have also heard that what is happening is not. Are there ways that divisions can come together to do analysis? Hear from families we don't normally engage with. #BoardWatch

VP Collins again acknowledges the free work of these parent volunteers, would like to work to find a way to compensate. Also has done a redux on the survey on return to school, to understand reach and responses. #BoardWatch

Commissioner Boggess agrees about compensating families for the vital role they play in getting messages out. Also want to look at community-based communications strategy so we can rely on champions in community and hopefully pay some of them too. #BoardWatch

Student Delegate Correa Almanza appreciates including Student Advisory Council in LCAP process. Also values incite from PAC on best ways to communicate with families. Hears things at meetings that parents should know, but my mom never gets the message. #BoardWatch

Commissioner Collins: students don't have enough information about what sexual assault and harassment are and how to report it. Want to know how robust current curriculum is and if it includes LGBTQ bullying and harassment. #BoardWatch

Board of Ed seems to be effectively adopting a new "raise hand" feature btw. #BoardWatch

President López asks about the best procedure to follow. Legal counsel suggests approving the policy b/c it is required but then send it back to committee for changes. @mattalexandersf will not support b/c looks like another "check the box thing" that adds another requirement.

.@mattalexandersf says it does not address the core issues around Bullying and Harassment. Thinks there is a harm in adding this, like putting a bandaid on frankly a big issue in our schools #BoardWatch

Student Delegate Hines-Foster agrees. Seems like more lip service. A lot of this stuff added doesn't really come up in our classrooms. We are working on this in the SAC, on Title 9 education #BoardWatch.

Student Delegat @kathyacorreaal1 agrees with Hines-Foster. Echos "nothing about us without us." Hines-Foster adds, "I wish you could see what we see." #BoardWatch

Commissioner Lam asks legal counsel Houck what would happen if this goes back to Curriculum committee in terms of legality of having updated policy and timeframe. #BoardWatch

Houck says the resolution was revised earlier this year to add Title 9 provisions, accidentally left out this required part about training. If got audited, would not have a proper policy in place. That is why suggest adopting while having discussion of changes. #BoardWatch

VP Collins says her child had a complaint and just wanted school to use a restorative process. Have more of a problem now with idea that district would protect itself before it would protect children. #BoardWatch

Commissioner Moliga asking if we have something in place if we got audited. Houck explains have a policy in place, but doesn't have some required language that explains how staff reports. @mattalexandersf doesn't understand the legal requirement. #BoardWatch

.@mattalexandersf notes that SFUSD has disinvested in Restorative Practices, almost the whole team was replaced this year. RP is the kind of approach we need. Not just approach it to stop lawsuits. #BoardWatch

Policy on work permits is being updated to make it clear that a permit can be granted even if student has under a 2.0 GPA #BoardWatch

Commissioner @FaauugaMoliga : won't hold this up b/c really important. Had discussion about admins holding this up based on behavior. Think current language still has too much room for interpretation. If a kid says they need a job, probably b/c they need a job. #BoardWatch

President López asks for a follow-up report from the department. Counsel Houck notes that admin regs state that approval should not be held up for arbitrary or punitive reasons and allows for a student appeal. #BoardWatch

Black Star Rising or BSR provides rigorous math classes, dual enrollment opportunities, and paid internships. Meet with students during the school year for on site academic check-ins #BoardWatch

Covid19 has created a challenge for Black Star Sumer 2020. BSR had to change, to ensure a transformative learning experience for students, they utilized distance learning. The 5 week program went online from 10AM-2PM Monday-Friday #BoardWatch

BSR created two clubs in middle schools for 8th graders. Meet during lunch, 3 times a week #BoardWatch

Works on aligning with the district goals of transforming mindsets. SFUSD master in cultural identity course was made to celebrate success and reduce negative stereotypes #BoardWatch

PC: Not great at public speaking. 17 year old has been in Black Stars since 6th grade. Going in, was rough, but she took to Miss Jordan and took to the program. Wants to thank for having this program. This program needs more than just having a place for kids #BoardWatch

PC: Able to use opportunities with Google through BSR. Had some employees able to work with students over the summer. People can come from a variety of backgrounds that can work at Google. Some were refugees, abuse survivors, or in foster care. Had them work with students...

PC Cont: and this was beneficial for both employees and the students. Allowed for a lot of connection and excitement about learning. Very excited about starting this type of public/private partnership. This was not a part of some special initiative within google but was grassroot

Commissioner Collins would like to find ways to share AAALI learning with groups trying to do similar work for Pacific Islander and Latinx populations. Also acknowledge that part of work is disrupting racism #BoardWatch

Laticia Erving also notes one barrier is "initiative fatigue," there is always something new and shiny and many staff are at capacity trying to do it all. Around Black kids there is always a new initiative or new program. E.g. some schools are not ready for an AAPAC #BoardWatch

Ms. Jordon: it is about how we work, and the way we work. Different depending on who we are working with. Not everyone is the same. About who is listening and how we work together. #BoardWatch

Hines-Foster: if our black kids can't get a transcript, they won't be able to go to 4-year universities and fit into graduate profiles. Need to look at people we hire and the systems we produce #BoardWatch
