Addressing in person learning:
Where we have been: Provided online learning this fall. Tried to get resources to students that needed them. Opened remote spaces for students. Did 2 rounds of wellness calls, with about 40,000 calls total #BoardWatch
Board passed a resolution in November to start returning with small cohorts in 12 schools.
Where are we now? New conditions are emerging, there has been a new serge and there might be a vaccine available to teachers. A new strain has happened.
In light of this situations, they are reassessing their plan with help from the Health Department. Have not lost site of the goal, finding a way to give high quality and safe learning options. Nothing about this pandemic has been clear or straight forward. We are not alone
Many other urban districts are in the same situation. We continue our schools towards in-person learning as outlined in our return safely plan. 1 important area we are working on is completing conditions w/ labor partners. Working towards health & safety plans but no agreement
Welcome new people on their election and their first regular board meeting #BoardWatch
Readopting the board rules, and seeing if there is any comment #BoardWatch
Reminder that this is public comment on the rules and only that. There are 3 hands raised #BoardWatch
No one chose to speak. There are no board comments. Heading into role call #BoardWatch
The rules for the board passes! Time for board elections #BoardWatch
Student delegates nominate @lopez4schools for the president of the board! Loved her leadership as VP and excited to see what she does as a potential president #BoardWatch
There are no other nominations so vote by acclimation. Congrats to @lopez4schools! Symbolically @marksanchezsf and @lopez4schools have switched seats! #BoardWatch
@FaauugaMoliga nominates @AliMCollins as VP based on her consistent and fearless leadership. Student delegates second that nomination! #BoardWatch
Fun Fact: @marksanchezsf told us that today was the first time that student delegates nominated commissioners for roles. Shout-out to student delegates for flexing that voice! #BoardWatch
@AliMCollins is so hopeful for all that can be achieved in this new year! With that @lopez4schools relinquishes her chair *virtually* to the new VP! #BoardWatch
Going into the student delegate report #BoardWatch
Students rising above is a program to serve 1st generation students through life and the college application process #BoardWatch
Presented a workshop at the last SAC meeting that facilitated ways to de-escalate mental health crises, especially given isolation from covid-19 #BoardWatch
Next SAC meeting is January 25th, its a public council and anyone can attend. Please contact SAC supervisor if you want to learn more. Welcome @mattalexandersf and @KevineBoggess! #BoardWatch
No RAVE awards tonight! #BoardWatch
Going into Public Comment #BoardWatch
If you care to speak about things NOT on the agenda, raise your hand now for public comment #BoardWatch
Around 18 or 20 hands so far, each person gets 2 minutes #BoardWatch
PC: Reemphasize the need to continue improving education whether it is in-person or not. Shifting focus to community schools and the work that happens in this model. Kids need so much more than physical buildings, hoping to keep that in site #BoardWatch
PC: Co-Executive Director for Administrators of SF. Working w/ unions of SFUSD to reach agreement about health and safety. They are fully committed to returning to in-person learning once it is safe to do so. Want to reach agreement on health & safety percautions #BoardWatch
PC Cont: Asking for safe and reliable testing. Want partnerships with local institutions to ensure reliable and accurate testing process w/ results w/i 72 hours. SF has dangerously high community spread, open in orange. Committed to working w/ district #BoardWatch
PC: Biology Teacher for 22 Years. Very proud of student accomplishments during distance learning. Thank you to IT department. This week two students got covid tested, testing needs to be better if we are returning to school. Part of planning is keeping our community safe
PC Cont: To try and rush back in the spring after students have learned how to work online, it will shift their learning. May not be reasonable. High school it will be safer to come back in fall #BoardWatch
PC: Parent Leader w/ Group Decreasing the Distance. Appreciated Superintendent Matthew's update today. Re-opening should be on every agenda. Standing with leaders about how and when to safely reopen. Hoping to see forward momentum when pub health guidelines are met #BoardWatch
PC: Mother of 4. Eldest senior in college and other are SFUSD students. #1 Concern as parent & teacher is to stay alive, stay safe, & stay covid free. Today a student just tested positive and he wasn't feeling well. This week a friend and her parent passed away & she was only 38
PC Cont: Want to make sure our district is doing everything possible to keep us all safe, alive, and covid free. They are 50 and have at least 15 more years left of teaching. Walking in the path of commendable teachers. Wants to keep people alive #BoardWatch
PC: Behalf of APAC. Welcome new commissioners and new VP and Prez. Happy New Year! Thank you Dr. Matthews for your update. APAC is looking forward to collaborating for a safe return in the year ahead #BoardWatch
PC: Pres of Local 21. Speaking on reopening. Local 21 & other unions are committed towards working towards a safe plan that keeps everyone safe. Cannot go back to work if covid is substantial or wide spread. Those who have to go to work, need reliable and accessible testing
PC: Retired SFUSD Teacher. Asking if the board can be more forceful with counselor. Supports primarily Black students, difficult to get transcripts from the schools so then they can apply to college. Schools are closed and cannot get transcripts because of that #BoardWatch
PC: Student wants to speak on issues with transcripts. Wants to disclose how there are still issues w/ certain classes, things that people have to take, tardy hours, things like that. Holding certain students back from succeeding and graduating #BoardWatch
PC Cont: It's a global pandemic and certain staff members are telling students that they cannot graduate. Disrespectful and putting students at a disadvantage #BoardWatch
PC: Slap in the face to all the students and families that reopening isn't even on the agenda. 10 months into this and your current plan is to reassess your plan. There is no plan and no leadership, what will it take before we need real leadership here? #BoardWatch
PC Cont: There have been 115 private and parochial schools that are open. There are 0 public schools open. Those w/o the $ are being failed by you #BoardWatch
PC with ASL interpretation: Teacher at Caesar Chavez. Struggling w/ getting interpreters and getting things set up. Going on w/o access. What is happening in schools does not match the policies the board has implemented #BoardWatch
PC: Parent of two. 1. Continue to encourage to hold school outdoors. Good answer for opening up schools in the fall, no one pursued it. Still a good answer and a great option. 2. Frustrated that often hear people on this board that only wealthy white people want to reopen
PC Cont: Nonwhite wealthy people also want schools to reopen. Biracial and wants kids to go back to school #BoardWatch
PC: Read a statement from another parent who cannot make it. Parent of two students. Why is there no clear plan to return students to school? Not looking for immediate and understands the fear, at some point the surge will taper off and vaccines will be available #BoardWatch
PC Cont: Where are the communications on when things will get better. Cannot speak for other families. Her kids hate online learning. Difficult to see schools like NY and Miami opening when SF fails #BoardWatch
PC: Political science major at SFSU. Schools needs to look at Islam through a variety of different lenses, not just 9/11. Not okay w/ discrimination towards Muslims. Many have chosen to homeschool for this reason. Not delivering the best that can be delivered #BoardWatch
PC: Parent of 1st Grader. There's a lot happening w/ reopening push, a lot happening on the city level. Ask the board to listen to the people in this situation who you really should be serving. That is the neediest and the least advantaged #BoardWatch
PC Cont: And those who are decimated by covid right now. Listen to those who work for the district, those who teach, clean the buildings, and serve meals. Those are the voices that I hope you would be listening to. Not philanthropists, or parents who have a choice #BoardWatch
PC: Parent of 2. Supports a return to in-person learning once it is safe to do so. Stand with leaders about when and how to safely reopen. Hoping agreements can be reached w/ unions. Understand right now there is a surge and distance learning is necessary so want improvements
PC Cont: Teachers have to reinvent the wheel and that isn't fair. Want more students to be included in the safe to reopen plan. Want to be ready to go once things are safe. Want reopening to be a standing agenda item going forward #BoardWatch
PC: Works at Horace Mann. Urge an agreement to be made w/ unions. Latinx families have been heavily affected and we must prioritize safety before reopening. Emphasize the importance of supporting students economically. Many families cannot afford to pay rent #BoardWatch
PC Cont: Working families deserve food and rent and should be funded during this time. They have needs. Asking for safety and recognizing economic hardship #BoardWatch
PC: Want to make people aware that as of a few days ago there are almost 1,000 kids who are covid +, and kids are not widely tested. This is with schools closed. Families have mixed feelings about reopening. Appreciate those who are working towards a safe & equitable reopening
PC Cont: Equitable means recognizing families that do choose to stay home #BoardWatch
PC: Middle School Teacher and Parent. Want to speak about the safety of reopening schools, currently with the numbers so high, it doesn't make sense to open. Many students are runners and it would not make sense to open #BoardWatch
PC: Many students with medical issues it would mean getting up close and personal and require a change of clothes if they have to change students gowns. Does not make sense to open at this time #BoardWatch
PC: Family Advocate and volunteer that delivers food. Request of Superintendent Matthews: please get headphones for our students. Many live in multigenerational homes, the headphones are very much needed. Miss students and families #BoardWatch
PC Cont: Many families think the risk is too great. They work outside the home or are essential workers. Worried about the risk of lost learning but more worried about the risk of loss of life. Need to be serious, this survey was not complete #BoardWatch
PC: Public School teacher but not in district. Important for SF to put in strong measure especially for staff safety. They are essential workers and they need support. District needs a more robust plan for reopening. Update the return plan for more schools and more grades
PC: Parent of Twins. Former SFUSD teacher. Teacher at Private Teacher currently. Calling to support teachers. Would not feel safe to teach in the purple zone, especially without good testing. Ask the board and Superintendent Matthews to dial back the Teacher Union blaming
PC Cont: As a high-risk family, we will not go back for awhile. The hybrid plan also does not seem great #BoardWatch
PC: President of United Educators of SF. Heard from a lot of people. Will amplify some of what they said. We are in very deep purple and there is a new strain of covid. With only a few people working in person, cases are still happening #BoardWatch
PC Cont: We want to and need to support students in every way that we can. That means the district has an obligation to support educators. We have an obligation to make sure a return to school means a safe return. We support getting vaccinations #BoardWatch
PC: Parent and primary care provider. Continuing to advocate for opening schools this year. With vaccine progress we strongly encourage the unions and SFUSD to reach agreements to get things open once things are safe #BoardWatch
PC: Teacher at Galileo. Wants to return to in-person but it also needs to be safe. High Schools students can carry the virus like any other adult can. Can only return at an orange tier. Teachers and HS students need to learn the proper procedures #BoardWatch
PC Cont: Leadership need to address these young adults. African-Americans have suffered from a variety of things. Students want to know why they are coming to school, places are also not hiring. It is difficult but students need to use this time to educate themselves #BoardWatch
PC: Special Ed teacher. Shout out to Commissioners and staff! Sickened by some of Mayor Breeds leadership when she says she's with teachers but bashes the union. We are all in this together. As public schools we have to look out and be fair to all students #BoardWatch
PC: 4th Grade Parent & Teacher. Confused why staff and teacher vaccines are not at the forefront of this plan. It's the fastest way to get many of us back in the schools. Tired of the arguing, finger pointing, and click bait. Give me the shots #BoardWatch
PC: Special Ed teacher. Safety being the first priority especially for educators. Just want to urge you to please listen to educators and only open when it is safe to do so. People go out into the community every day. It will be difficult to social distance & stay safe
PC: Transition Coach for 100% College Prep. Slogan for today is do more. Lots of excuses being made. We at non-profits, are getting hit with roadblocks and we can't help these kids out. All the fun stuff is gone, & now other stuff is in jeopardy #BoardWatch
PC Cont: I hear a lot of words, but do more action, that's it #BoardWatch
@lopez4schools do we have a response to 100% College Prep right now? #BoardWatch
@SFUSD_Supe yes people are currently being connected. We will dig further into what people brought up, but you can also access transcripts electronically #BoardWatch
PC: Senior at Abraham Lincoln HS. Lack of support from counselors & teachers. Reached out to counselor and has gotten very few responses. Asked for transcript and no response. W/o 100% College would be very lost in the college process #BoardWatch
PC: Parent and Teacher at Sanchez Elementary. Lots of info that is not publicly available when it comes to reopening. Example: the survey. Many are quoting the survey but there isn't good info out there. Will the survey be completed? #BoardWatch
PC Cont: The language put out there people are led to believe that the teacher union has stopped engaging, even though it has not happened. Engagement is still happening #BoardWatch
PC: Special ed teacher for mod severe students. Thank you for all the work you've been doing. Have safety concerns but hope that safety will be taken into consideration. More importantly as a special ed teacher is worried about lack of plans for teachers who work
PC Cont: with mod to severe students. Teaching and learning would be very difficult ensuring that everyone is safe. This will create quick teacher burn out. Distance has been difficult but not enough plans to take unique needs into consideration #BoardWatch
Heading into advisory committee reports #BoardWatch
We have the Indian Education PAC here! We are looking over their 2019-2020 annual report #BoardWatch
Ramaytushe Ohlone land acknowledgement #BoardWatch

Public comment on the presentation by Indian Education PAC #BoardWatch
I misspoke, I should have said Indian Education Program, sorry everyone! #BoardWatch
PC: Appreciation towards the Indian Education Program and we look forward to supporting in the future #BoardWatch
PC: Teacher. Offers solidarity and passion and support towards the Indian Education Program and all that they have done. Thank you for helping us learn how to best bring curriculum to our students. "Nothing about us, without us" #BoardWatch
PC: Coordinates ethnic studies for the district. Speaking in support of the Indian PAC. We are often fed single stories about communities, thank you for showing the complexity. Indian PAC has taught me to be accountable to students, it means cultivating deep relationships
PC: Appreciate the Indian Ed PAC for all the work you do. The slides we saw are really important education we did not get in schools. Looking forward to us doing more to make sure that changes in SFUSD. We should integrate the history you shared and the cultural richness
PC Cont: There's a short window of change with moments like this. I hope the board will push forward with this #BoardWatch
PC: Thank you for the work you've done. It's long overdue. As a science teacher I try to imbed things learned from Polynesian society. Seeing some of their students culture as Native speakers, English-language learners helps them learn #BoardWatch
PC: Working on food sovereignty project. How can we tie into solving problems and learning about peoples cultures. Give credit where credit is due. Cannot talk about environmentalism without talking about Indigenous knowledge. Feed our communities and support our people
PC: Thank you to our brothers and sisters in Indian Education. So much in common between African American struggle and Native American. Excited to watch you and thank you for the support. Much appreciation to you all for the great presentation #BoardWatch
PC: Thank you to the American Indian PAC. Always look forward to the reports. It's a great check-in to see where our school district is at. Would love to see on the next report, even more accomplishments. And a future report where the life of Washington murals were removed
PC Cont: Would love to see that happen. There are two new commissioners and want to reiterate the volunteerism and the time that the Indian PAC has done to get you up to speed. Some of the same things are said over and over again. When will people be heard #BoardWatch
PC Cont: Thank you to the community leaders that keep coming back and all who spoke tonight #BoardWatch
PC: Parent Leader for the AA Parent Council. We appreciate the history lesson and look forward to the cultural event in May. Love our partnership on the joint advisory council. Shout-out to youth that spoke today #BoardWatch
PC: Echo what another commenter said about the urgency of getting some of these things done. There is an urgent call, in our political spheres to provide in person instruction. Amazing reports from Indian PAC and keep seeing on item, removing the mural, and many want it removed
PC Cont: With all of this urgency around school reopening, Black and Indigenous families have been asking for this for 50 years. This needs to be taken care of as soon as possible. These families deserve to have this met this year #BoardWatch
Now moving to Commissioner comments. @marksanchezsf says there is action coming soon on some of these issues. Commissioner Alexander @mattalexandersf wonders what the roadblocks have been to implementing recommendations. #BoardWatch
Superintendent Matthews @SFUSD_Supe: some have been implemented, look at all of them but not all are implemented if they are not in alignment with overall plan. Should be better at getting back to say where we are with these and why. Hope to continue to get better. #BoardWatch
Commissioner @marksanchezsf says that he and @AliMCollins have been working to log years of requests from advisories and planning to bring a resolution to help move these forward #BoardWatch
Commissioner Collins @AliMCollins notes one change that was made this year was to change language from "Thanksgiving Break" to "Fall Break." Notes that Board is also responsible to check selves when hear presentations, determine where we are at. Need a process. #BoardWatch
.@AliMCollins suggests a public tracking document for all of the recommendations. @SFUSD_Supe says this can be part of the job of the Board liaison. #BoardWatch
Commissioner Lam @jennyhlam says as a parent of a HS student is very proud of some of the "unlearning" her student has had. Thanks the Indian Ed PAC. #BoardWatch
Student Delegate Correa Almanza @kathyacorreaal1 appreciates the presentation and recommendations, especially replacing the "mission" unit in the elementary curriculum and the idea of trying to hire more Native American teachers. #BoardWatch
Mary Travis Allen: the fight continues, was around for Civil Rights, Alcatraz, Wounded Knee; negative things still exist, have to continue the fight, refine and elevate our voices, look for allies and reestablish our rights and land. #BoardWatch
Next up: report from the Parent Advisory Council: top priorities are communication, distance learning/return to in person, and equity, including right to have one's voice heard. #BoardWatch
PAC Chair Naomi Laguana asks that SFUSD be more specific with communication to families. Board of Ed meetings are great ways to learn more about policies, but many families in district cannot attend the meetings and are not as well informed. #BoardWatch
Lauana: wonders if a summary of what happened at BOE could be made by staff at SFUSD and sent out to families. Also, not clear communication from school sites. Notes a group has been created called Decreasing the Distance, this proves there is need for a more robust approach
Cont. families need more information about why schools are not reopening. Understand there are legal restrictions about what the district can share, there needs to be more transparent communication around a specific timeline #BoardWatch
Cont. Again, asks for recap of Board of Ed meetings (Like #BoardWatch? :)) #BoardWatch
PAC report continued: appreciate flexibility on renaming, speaks of collaboration between various advisory groups, plans for LCAP Task Force stakeholder engagement. LCAP Task Force Meetings are at 3PM on the First Thursday of each month. #BoardWatch
PAC is also involved with an assessment committee and outreach about implementation of the new student assignment system. Dates of meetings are on the PAC web site, pacsf.org. You can also visit that site to apply to be a member of the PAC. Meetings 1st Wednesday.
Public comment: feel honored to advocate shoulder to shoulder with fellow parents. Communication issues: public comment from earlier indicative of this. This is one of the only forums for parents to share concerns. #BoardWatch
Public comment: appreciate PACs work calling for better communication. Group Decreasing the Distance has come into existence because of a lack of clear communication and transparency. Appreciate partnerships made with advisory members. #BoardWatch
Public comment: AAPAC leadership appreciates the partnership and also leadership on LCAP Task Force. #BoardWatch
Public comment: wonder about getting headphone for students, wonder if PAC has gotten feedback about this. #BoardWatch
.@SFUSD_Supe says immediately texted to try to get funding support for headphones when heard the request. Working on it! #BoardWatch
Commissioner Lam @jennyhlam would like to learn more about what is effective communication, have also heard that what is happening is not. Are there ways that divisions can come together to do analysis? Hear from families we don't normally engage with. #BoardWatch
VP Collins again acknowledges the free work of these parent volunteers, would like to work to find a way to compensate. Also has done a redux on the survey on return to school, to understand reach and responses. #BoardWatch
Commissioner Boggess agrees about compensating families for the vital role they play in getting messages out. Also want to look at community-based communications strategy so we can rely on champions in community and hopefully pay some of them too. #BoardWatch
Student Delegate Correa Almanza appreciates including Student Advisory Council in LCAP process. Also values incite from PAC on best ways to communicate with families. Hears things at meetings that parents should know, but my mom never gets the message. #BoardWatch
President Lopez has been working to summarize weekly digest and do outreach. Wonder if there is a process we can build on that PAC has for summarizing meeting. Challenge to keep website updated. @BoardWatch
PAC coordinator notes that the PAC report is attached to the agenda for tonight and includes all of the dates of meetings mentioned. #BoardWatch
.@SFUSD_Supe shouts out @ppssf #BoardWatch! Says that might be a starting point for summarizing board meetings. Can figure out what is and is not working (we would like to know too...) #BoardWatch
Now there is a vote to add a new PAC member, Rayna McDermott. Approved! Also, here is the PAC report from tonight go.boarddocs.com/ca/sfusd/Board… #BoardWatch
Appointments now to the Child Care Planning and Advisory Council (CPAC): Sara Hicks-Kilday and Lisa Lee -approved! #BoardWatch
Consent Calendar (and stretch break) - time for public comment on consent items (these include many contracts and other items that are not typically discussed unless a request is made) #BoardWatch
Consent calendar: all 51 items passed without discussion #BoardWatch
Now on to the two action items for today. Both are policy proposals. The first is to correct an error in the Bullying policy. Here is the policy as corrected go.boarddocs.com/ca/sfusd/Board… #BoardWatch
Commissioner Collins: students don't have enough information about what sexual assault and harassment are and how to report it. Want to know how robust current curriculum is and if it includes LGBTQ bullying and harassment. #BoardWatch
Board of Ed seems to be effectively adopting a new "raise hand" feature btw. #BoardWatch
President López asks about the best procedure to follow. Legal counsel suggests approving the policy b/c it is required but then send it back to committee for changes. @mattalexandersf will not support b/c looks like another "check the box thing" that adds another requirement.
.@mattalexandersf says it does not address the core issues around Bullying and Harassment. Thinks there is a harm in adding this, like putting a bandaid on frankly a big issue in our schools #BoardWatch
Student Delegate Hines-Foster agrees. Seems like more lip service. A lot of this stuff added doesn't really come up in our classrooms. We are working on this in the SAC, on Title 9 education #BoardWatch.
Student Delegat @kathyacorreaal1 agrees with Hines-Foster. Echos "nothing about us without us." Hines-Foster adds, "I wish you could see what we see." #BoardWatch
Commissioner Lam asks legal counsel Houck what would happen if this goes back to Curriculum committee in terms of legality of having updated policy and timeframe. #BoardWatch
Houck says the resolution was revised earlier this year to add Title 9 provisions, accidentally left out this required part about training. If got audited, would not have a proper policy in place. That is why suggest adopting while having discussion of changes. #BoardWatch
VP Collins says her child had a complaint and just wanted school to use a restorative process. Have more of a problem now with idea that district would protect itself before it would protect children. #BoardWatch
Commissioner Moliga asking if we have something in place if we got audited. Houck explains have a policy in place, but doesn't have some required language that explains how staff reports. @mattalexandersf doesn't understand the legal requirement. #BoardWatch
.@mattalexandersf notes that SFUSD has disinvested in Restorative Practices, almost the whole team was replaced this year. RP is the kind of approach we need. Not just approach it to stop lawsuits. #BoardWatch
President López sends the policy back to the curriculum committee #BoardWatch.
Policy on work permits is being updated to make it clear that a permit can be granted even if student has under a 2.0 GPA #BoardWatch
Commissioner @FaauugaMoliga : won't hold this up b/c really important. Had discussion about admins holding this up based on behavior. Think current language still has too much room for interpretation. If a kid says they need a job, probably b/c they need a job. #BoardWatch
President López asks for a follow-up report from the department. Counsel Houck notes that admin regs state that approval should not be held up for arbitrary or punitive reasons and allows for a student appeal. #BoardWatch
Policy is approved unanimously. 🎉 #BoardWatch
Next up is a report on developer fees that can be expended on specific items. It is a lot of $! Here is the report go.boarddocs.com/ca/sfusd/Board… #BoardWatch
This is what was collected for the last fiscal year. Developer impact fees can be spent on the expansion of schools, adding classrooms, new schools #BoardWatch
Usually these funds, which are actually a small slice of facilities budget, are leveraged by mixing with bond funds #BoardWatch
Projects both approved and proposed are listed on the report in the tables and appendix. #BoardWatch
Chief Facilities Officer Kamalanathan says that facilities projects have been fast-tracked during pandemic b/c of access to buildings #BoardWatch
Board votes and approves report #BoardWatch
Next up, approval of renewal petition for Edison charter school. @SFUSD_Supe notes that new process for charter school renewal is in place. This will be the hearing, not the vote which will be at a future meeting. #BoardWatch
Director Mike Davis is giving the staff recommendation. School serves grades PK-8. Here are slides from SFUSD. go.boarddocs.com/ca/sfusd/Board…
Actually these are the SFUD slides, the prior slides were made by TECA (Thomas Edison Charter Academy) go.boarddocs.com/ca/sfusd/Board… #BoardWatch
Here are the demographics of the school compared to SFUSD #BoardWatch
Here are the results from the California Dashboard for TECA from 2018. (BTW you can look up any school on the Dashboard! caschooldashboard.org)
Here is data from TECA from 2019. Chronic absenteeism moved to "red." #BoardWatch
This is the timeline for next steps. A virtual site-visit has already happened. #BoardWatch
Now is the time for petitioners (TECA) to make a presentation. Principal Chavez and parents and staff are presenting. go.boarddocs.com/ca/sfusd/Board…
Presenter notes that chronic absenteeism data was due to a reporting error and not as big a change year over year as it appears. Have had 3 years of highest numbers of enrollment. In an intentional downsizing phase #BoardWatch
Here is a slide showing the ways TECA engages the community #BoardWatch
Weekly parent cafes with the principal have been happening during pandemic. #BoardWatch
Here is the TECA plan for phased reopening. In Phase 2 right now. Currently, 93% of students are engaged daily. #BoardWatch
Going into public comment, each person gets 1 minute each with 15 minutes max #BoardWatch
PC: Has a daughter at TECA and love the language immersion program in addition to the immersive hour with art and music. Thankful even during pandemic and proud to be a member of the community #BoardWatch
PC: Proud teacher at TECA for 7 years. Believes in whole child education, love for reading. TECA is a space for students first. Students learn loud. #BoardWatch
PC: Wants to know how many minutes of learning is there for English Language learners #BoardWatch
PC: Art Teacher at TECA. So happy to be there, working in schools since 2009, TECA is the most organized they've been at. Also the most supported. Admin team is always available and engaged. Always able to reach anyone they need #BoardWatch
PC Cont: Everything has been supportive and wonderful. Impressed with community and high parent engagement. Amazed at the level of participation. It's a very special community. That level of commitment translates into students #BoardWatch
PC: Parent of 2nd Grader at TECA. Really support the charter renewal, more than a school but a vibrant community. Can learn arts and instrument, and daily arts education which is very rare these days #BoardWatch
PC: Encourage the board to continue the renewal to continue the inclusive community at TECA #BoardWatch
PC: Children at TECA for over 8 years. Always been a wonderful school but really hit it's stride in the last 2-3 years #BoardWatch
PC: Parent of children at TECA for over 8 years. Live in the neighborhood. Support the renewal for the charter, very involved in the PTA, the administration is such a pleasure. Has a strong community, and it really comes together cross-culturally #BoardWatch
PC Cont: Amazing teachers, always with a growth mindset #BoardWatch
PC: 6th year of a parent at TECA. Son the waiting list for two years. So many wonderful experiences while working there. No one has touched on the multiculturalism. What's encouraged at the school is celebrating so many different ethnicities and cultures #BoardWatch
PC Cont: TECA is really a representation of SF #BoardWatch
PC: 20th year teaching at TECA. Dr. Matthews was her first principal. So many reasons to love working at TECA. Orgs and staff are so committed and in it for the long haul. Growth oriented, not afraid of change, of 41 teachers 28 have masters and 1 has a doctorate #BoardWatch
PC Cont: Teachers stay at TECA because they are committed. Families stay because they see that commitment #BoardWatch
PC: APAC president and has two kids at TECA. In support of this movement to keep TECA open and alive. Excited to keep APAC going. Great to have a place for African-American kids, parents, and kids who look like them. Excited for the growth at TECA #BoardWatch
PC Cont: TECA has risen to the occasion of distance learning. Here to support TECA and their staff #BoardWatch
PC: Parent of 1st Grader. Support TECA charter renewal. Unparalleled language program. No other schools compare. Her daughters Spanish has improved so much, including distance learning. The art program is incredible. Attending the end of year art show really sold her #BoardWatch
PC: Parent at TECA for 2 years. Been very involved in the PTA. Support for TECA's renewal. Very progressive and has achieved so many things in the past years. Very responsive to what the community needs. Puts forward what the community wants. Put parents and students first
That concludes public comment, there will be another opportunity to discuss further at another meeting #BoardWatch
Asking for comments from student delegates and commissioners #BoardWatch
@mattalexandersf Charter Schools are a bit controversial in SF. Maybe not a realistic idea for TECA, given the February 2021 deadline, but for other charter schools ask them to join SFUSD #BoardWatch
Kevin Chavez: TECA is connected to SFUSD in many ways. Use math contact specialist, language partnerships, we engage in meaningful work together. Worked with curriculum groups to figure out how to make a hybrid model #BoardWatch
Kevin Chavez: Would love to engage in conversations about what it means to be a true community school #BoardWatch
Closed the public hearing and moving on to the regular board meeting #BoardWatch
Moving onto section I: Discussion of other educational issues. We will be looking at the African-American Achievement and Leadership Initiative (AAALI) annual report #BoardWatch
Here are the slides from the annual report go.boarddocs.com/ca/sfusd/Board… #BoardWatch
We will be looking at these main themes tonight. All of these are in are in alignment with AAALI's goals #BoardWatch
These statistics legitimize the next couple of slides. This survey is historically not taken by Black families in SFUSD but these 600 responses should not be ignored #BoardWatch
We have to create more opportunities towards authentic partnerships with Black families #BoardWatch
Black Star Rising or BSR provides rigorous math classes, dual enrollment opportunities, and paid internships. Meet with students during the school year for on site academic check-ins #BoardWatch
Covid19 has created a challenge for Black Star Sumer 2020. BSR had to change, to ensure a transformative learning experience for students, they utilized distance learning. The 5 week program went online from 10AM-2PM Monday-Friday #BoardWatch
BSR created two clubs in middle schools for 8th graders. Meet during lunch, 3 times a week #BoardWatch
Works on aligning with the district goals of transforming mindsets. SFUSD master in cultural identity course was made to celebrate success and reduce negative stereotypes #BoardWatch
Reading inventory done at MLK and Willie Brown. Finished 1 or 5 scheduled workshops for this year, and still have 15 spots left! Check them out! #BoardWatch
Public comment on the AAALI presentation #BoardWatch
12 people so far, 2 minutes each #BoardWatch
PC: On behalf of the SF chapter of Black Educators very appreciative for this report by the AALI team! We were there when this department was created, we've been there for every report. Thank you for doing this and for closing the achievement gap! #BoardWatch
PC Cont: Yesterday got to see two young brothers who taught this class, and there should be so many more of them. Recommendation, please move this up on the agenda. There's no reason African-Americans should be last on the agenda! #BoardWatch
PC: Show appreciation as a parent of SFUSD parents and to be unapologetically Black when entering any space. AAPAC leader who said the work of equity for Black students should never be done alone. Now we have AAALI and then capture that sentiment fully #BoardWatch
PC Cont: We have awesome people on this team doing awesome work. They are showing true allyship. This team should always be together and never torn apart. If they were put into other places in SFUSD this same work would not happen #BoardWatch
PC: Parent of 9th Grader at Balboa. Shout-out to Black Star Rising! The map they drew, they teach African-American culture and how to advocate for themselves, especially going into HS. They teach accountability and how to test their creativity. Thank you for your efforts.
PC: Social worker with child protective services. Want to thank AAALI for being unapologetically Black and being able to engage our Black foster youth. Thank you for helping build confidence and adjusting quickly to distance learning #BoardWatch
PC: Not great at public speaking. 17 year old has been in Black Stars since 6th grade. Going in, was rough, but she took to Miss Jordan and took to the program. Wants to thank for having this program. This program needs more than just having a place for kids #BoardWatch
PC Cont: Need this for parents too. Miss Jordan helped put her 9 year old in a good place. Black Star program should stay around for a long time. With distance learning, so happy to say her daughter is on the way to graduation. Thank you Miss Jordan, you are the best #BoardWatch
PC: Program Manager for SF Achievers. Shout-out to AAALI for embracing our organization and have helped them tremendously. Shout-out to Miss Jordan. Able to access transcripts to help get scholarships. Their scholarship is available for African-American men so check it out!
PC Cont: Through the workings of AAALI was able to have the first African-American Student Scholarship Night. Look forward to working with them in the future and anything moving forward #BoardWatch
PC: Parents of 3 guys. Thank you AAALI team that helps all students. Special thanks to Laticia De Erving. "Nothing about us without us" #BoardWatch
PC: Here to speak about BSR. Recognize BSR one of the, if not the most programs to lead African-American students to STEM programs. Miss Jordan asks for more and we encourage that. Continue to support this program #BoardWatch
PC Cont: BSR continue to rank at top student performance across the state. Want African-American students to see the medical field, and ultimately the STEM field as part of their right. Their ancestors set the standard #BoardWatch
PC: Able to use opportunities with Google through BSR. Had some employees able to work with students over the summer. People can come from a variety of backgrounds that can work at Google. Some were refugees, abuse survivors, or in foster care. Had them work with students...
PC Cont: and this was beneficial for both employees and the students. Allowed for a lot of connection and excitement about learning. Very excited about starting this type of public/private partnership. This was not a part of some special initiative within google but was grassroot
PC Cont: parent of 3 students who went to mission calling out AAALI and Ms. Jordon. Want to start a Laticia Erving fan club. Also points out root causes of problems including lack of staff development and conflating differences with disabilities. #BoardWatch
PC Cont: AAPAC leader with children at Ulloa, very appreciative of AAALI and Laticia who has taught me how to be an advocate, and Anthony who has started work to make BSU happen at Ulloa #BoardWatch
PC: How can we make sure these problems reach all of our Black children and families. Why? Know for a fact that AAALI continues to elevate Black studies and want my children to have a strong sense of self. How is Board creating opportunities for AAALI to continue? #BoardWatch
PC: Shout out to work of Ms. Erving with AAPACs at school sites and district level. It is really hard work to figure out and break down barriers that parents experience. #BoardWatch
PC: Special Education Ombudsperson from SFUSD calls out AAPAC as being transformational in our work and are honored to do work shoulder to shoulder with them. #BoardWatch
PC: Elementary Advisor since 1986. A lot of programs have bark but no bite, but this one has some bite to it! Thanks Linda Jordon for helping her school grandson. Kudos to everyone! #BoardWatch
PC: PAC coordinator expresses support for AAALI and AAPAC. Leticia and parent leaders work tirelessly on behalf of black students and families. "You are indeed fierce." #BoardWatch
Public comment is over. Student Delegate Hines Foster had the opportunity to intern with AAPAC. I wouldn't be here if it wasn't for Anthony Amaro. Love to Ms. Jordon and Laticia, and whole AAALI team. #BoardWatch
Student delegate Correa-Almanza piles on the love says she heard not a report and public comment but testimonials of love #BoardWatch
Commissioner @AliMCollins asks each presenter how more students can have access to these great programs. E.g. all math and science classes should be learning about connections, cultural affirmation, Black excellence like in BSR. #BoardWatch
Ms. Jordon addresses some of the needs to expand. What is needed is more money, data, and a bigger team. #BoardWatch
Commissioner Collins would like to find ways to share AAALI learning with groups trying to do similar work for Pacific Islander and Latinx populations. Also acknowledge that part of work is disrupting racism #BoardWatch
Laticia Erving also notes one barrier is "initiative fatigue," there is always something new and shiny and many staff are at capacity trying to do it all. Around Black kids there is always a new initiative or new program. E.g. some schools are not ready for an AAPAC #BoardWatch
Ms. Jordon: it is about how we work, and the way we work. Different depending on who we are working with. Not everyone is the same. About who is listening and how we work together. #BoardWatch
Commissioner Moliga enjoyed listening to how the team is coming together. Moving forward that sounds like it will be one of the most important things. #BoardWatch
Commissioner @FaauugaMoliga notes this will be a long-term commitment. Building out programs and pathways that do not exist. Wonder what plans are to build up capacity in this area. Asking @SFUSD_Supe #BoardWatch
Have AAALI and PITCH, this will also come down to board and budget priorities says @SFUSD_Supe #BoardWatch
Commissioner @jennyhlam wants to home in on Middle School case management strategy. Know you are juggling strategy and systems change work. Ms. Brown notes need for more focus on transitions. Right now it is sitting with LEAD. #BoardWatch
Lam notes that some families are served by 6 agencies and SFUSD, but nobody knows what is happening with the family. #BoardWatch
Commissioner @mattalexandersf wants to be clear that everyone understands that our system is producing the results it is designed to produce. Problem is with the systems not with our Black students. As you see systemic problems or opportunities, please let us know. #BoardWatch
Commissioner Boggess (working on speaking slower for interpreter :)) wants to think how what we do in schools is connected to what is happening in the community. Points to Black to the Future. #BoardWatch
Collins notes that this points to community schools model, wonders if there could be funding found at the city #BoardWatch
Commissioner Sanchez @marksanchezsf notes that city is talking about reparations, need to be in constant communication with them about how money for this and other savings like shutting down juvenile hall, reducing police budget, can be used for this work #BoardWatch
Seems like the discussion is over. Time to excuse student delegates, but first additional comments from Student Delegate Hines-Foster. She says there is no transparency about opening schools and has not been support with college, including no access to transcripts #BoardWatch
Hines-Foster notes that SFUSD says it is student-centered, but when students bring something up it gets shot down before even considered. President Lopez commits to being responsive and including students in decisions. #BoardWatch
Hines-Foster: if our black kids can't get a transcript, they won't be able to go to 4-year universities and fit into graduate profiles. Need to look at people we hire and the systems we produce #BoardWatch
VP @AliMCollins suggests setting up a meeting with @lopez4schools students and the Superintendent to go over all of these issues. @SFUSD_Supe agrees to meet. #BoardWatch
Next item is introduction of a resolution on school renaming. There will not be discussion or a vote tonight. There is 10 minutes total for public comment. #BoardWatch
Public comment: a member of Washington HS Alumni association urges stopping renaming. Process is flawed. National news. Start with more community involvement and scholars #BoardWatch
PC cont: SFUSD grad notes that resolution says the larger community should be engaged in a sustained process. Concerned with top-down decision making process. Did not consider comprehensive history #BoardWatch
PC cont: member of Chinese Democratic Club thinks the process feels rushed. Better to wait until school can be reopened. #BoardWatch
PC cont: chair of Sutro's SSC says her school has gone through the renaming process, they were excited to choose new names. We are done. Not getting in the way of school opening. Personally, if Donald Trump doesn't like it, we should do it. #BoardWatch
PC cont: notes that report on renaming cited in the Chronicle is made by an astroturf family group #BoardWatch
PC cont: speaker wonders why not all schools are involved in the renaming process. This is an opportunity for all school communities to learn about their school names, and to choose whether to keep or not. This would model decision making for our students. #BoardWatch
PC cont: as we talk about this are experiencing a lost academic year. Committee didn't engage students or professionals. This is the wrong time and wrong way to do the right thing. #BoardWatch
PC cont: speaker in support of the school renaming process. Confused about comment that there hasn't been public comment. #BoardWatch
Public comment is over. This item will move to the agenda for the next regular board meeting for a vote. #BoardWatch
Moving to report from standing committees. VP Collins reports on Joint Committee meeting. Had presentation from a pediatrician from UCSF about transmission of the virus. Curriculum committee meeting yesterday, had update on pathways to teaching program #BoardWatch
President Lopez is sharing the new committee chairs: Budget: @jennyhlam , Building and Grounds: @FaauugaMoliga Curriculum and Program: @KevineBoggess, Rules: @mattalexandersf, Student Assignment @KevineBoggess Personnel @marksanchezsf
Standing meeting times will be determined by committee chairs. #BoardWatch
Memorial adjournment in honor of a beloved Lowell teacher who passed away in December #BoardWatch
Meeting is going into recess. Good night!

Joining a Special Meeting of the SFUSD Board of Education where the board will be setting priorities with help of a facilitator. Starting with public comment on priorities. #BoardWatch
Comment: Member of UESF bargaining team says families need members alive and healthy more than anything else. #BoardWatch
Comment: Excited that this group of people is taking the time to think about what priorities should be for our students and our district. Be bold and very thoughtful. Think about how to support families who will choose to stay at home. #BoardWatch

SFUSD Committee of the Whole Meeting in progress. Begining process of identifying Budget priorities for 21-22. $75M deficit projected. #BoardWatch
Will start with each commissioner taking 3 minutes to discuss priorities. Then staff presentation. Will be using Jamboards later. #BoardWatch
President Mark Sanchez is beginning his remarks. Notes that many resolutions have been passed with budgetary impacts for district, also don't want to make cuts to school sites. What parts of resolutions can we afford to put in place now, what has to wait. @marksanchezsf

@miranda8 @NaomiBardach Some interesting key findings from research being shared. #BoardWatch
@miranda8 @NaomiBardach Kids seem to have higher level of antibodies than adults against COVID-19 because have had more exposure to colds etc. Cases in schools tend to be all from community (not spread within school). #BoardWatch

We are joining the SFUSD Board of Education Special Meeting. The board will be discussing a resolution on reopening schools. #BoardWatch
The resolution is being read into the record now. It has been amended as of today. You can find the resolution here: go.boarddocs.com/ca/sfusd/Board… #BoardWatch
Commissioner Lam adds an additional change to the resolution that would require that any survey sent to families to understand their return to school or distance learning preferences would include detailed information about the district's plans #BoardWatch
