In my opinion, based on personal experience, 'compartmentalization/need-to-know' is a double-edged sword, sometimes absolutely necessary yet also widely mis-managed and overly restrictive throughout the halls of business and government, to the detriment of all.

In my opinion, based on a lifetime of experience across a wide-spectrum of organizations and serving in private, public and government service including roles with access to very sensitive information, much of it has to do with 'personal insecurities of leaders'.
The meaning of, 'Personal Insecurities', covers a lot of territory including but not limited to: 'idealism, office and partisan politics, career self-preservation, ego, fear of failure, legal jeopardy, ignorance, sense of superiority', et al.
