This bill seeks to remove commodities like cereals, pulses, oilseeds, edible oils, onion and potatoes from the list of essential commodities.
🔴Will allow stockpiling and promote black marketing
This bill gives freedom to anyone for stockpiling but:
🔴realistically only rich corporates with large godowns will be able to make best use of it.
🔴an average farmer or shopkeeper have limited or no storage space at all, so this bill plays into the hands of the corporates.
🔴Also, it is beyond understanding why this bill was so urgent that it was passed by the President (under Article 123) during the peak corona time.
🔰The Farmers’ Produce Trade and Commerce Bill
🔴This bill basically allows a farmer to sell his produce anywhere within India. While making this bill government overlooked the fact that only 6% is being procured at MSP and the rest of it was being sold outside anyway.
Also, the APMC’s of most states except Haryana and Punjab are relatively weak and dysfunctional.
🔴This is also the bill where the government has tried to remove the middlemen or ‘Arthiyas’.
🔴Problem with relying only on outside buyers is that the farmers are scared that the government wants to rid itself with the responsibility of procuring crops at MSP.
🔴This sense of fear arises through mistrust between the farmers and the government.
🔴Although the PM has said that MSP is not going anywhere, the farmers are not ready to trust this new bill.
🔴The existing APMC system which most of the farmers at Delhi are protesting to reinstate was not flawless either. Every year, thousands of farmers committed suicide.
🔴Definitely reforms were needed to the existing APMC system but the problem is that the new reforms introduced by the central government were not discussed in detail with the farmers or experts, therefore, farmers are not convinced or happy
🔰The Farmers (Empowerment and Protection) Bill
🔴This bill basically allows for contract farming in which the farmer can enter a contract and pre-decide the price of the farming produce.
🔴This bill can be considered to be favorable for the farmer, but it too has a problem.
🔴The major problem is that in case of any dispute between the two parties, they can approach the Sub-Divisional Magistrate.
🔴If they are not happy by the SDM’s resolution, they can appeal to Appellate Authority (Collector or Additional Collector).
🔴Now in case the deal is between an average farmer and a big corporate, there wont be much difficulty for the to corporate to influence SDM or Collector, so the farmers will suffer.
🔴Going to the court against the other party or the SDM is totally prohibited.
🔴Therefore, if the SDM or Collector cannot resolve the dispute or the farmer/buyer is not happy with the resolution, there is no other alternative.
