MEPs mission is to provide educational enrichment for all students, supports family through parent development, and helps with secondary education through either college or vocational school #BoardWatch

In order for students to qualify they must be between 3 and 24, have no graduated from high school, moved within the past 36 months in agriculture or fishing, and has parent in agriculture or fishing #BoardWatch

MEP provides lots of services. Summer school monitoring, school enrichment, mentoring, academic excursions, workshops about career and education readiness, and case management to name a few #BoardWatch

Migrant Ed program not only helps with academics but focuses on social emotional as well. Has 6 workshops each year to encourages parent leadership and to learn about educational systems in the US #BoardWatch

MEP has supported students by helping them get computers and hotspots. Help connect students to SFUSD support lines #BoardWatch

COVID has impacted everyone's lives. Some have lost their jobs, some have lost their homes. MEP supported families with mental health referrals, housing referrals, and job referrals #BoardWatch

MEP has expanded for recruitment and saw 100% graduation rate since 2019 #BoardWatch

Migrant families face challenges related to lack of cultural understanding, family separation and immigration challenges, to name a few. Covid19 has only made these things worse #BoardWatch

Point back to a slide where parents outlined what we are looking for. We need support around trauma that our parents & families have experienced through working in the fields, traveling, & separation. That's one of the things we have been hoping to find a way to support families

Families need support in learning English. We don't have the funding. This used to be funded through the state or district but dried up 10 years ago. Parents asked about it last night so it can help w/ documents & talking with teachers #BoardWatch

Wanted to present in the native language, important to switch up and welcome our parents and make them feel like this is their presentation. Need support w/ learning English. Live in a system where they cannot navigate w/o the language. Hard enough w/ legal issues #BoardWatch

Want schools to be more aware of when parents come & don't speak the language, be more gentle. Parents are not treated very kindly at certain schools. Cannot find anyone who speaks Spanish. Start not participating & going to schools. That's where MEP comes in #BoardWatch

Commissioner @AliMCollins thank you for this presentation. We do this on a regular basis, have we tracked over the years if there are consistent requests that are coming up. This team is really responsive, they hustle to make this happen. This team is remarkable #BoardWatch

We should have people who can explain and converse both in English and Spanish at schools. There isn't enough time to unpack English as a second language while navigating online learning but that conversation should happen #BoardWatch

Working with migrant families is a passion not a job. It can be hard to find some services for people. Thank you for your help and collaboration #BoardWatch

Commissioner @jennyhlam thank you to the team for presenting! One thing I want to lift up are being clear what services we have in the district and when we need to partner with CBO's for services we do not have. Just expanded a new mobile response program for all SFUSD students

This is how we go above and beyond. Even though you are a small team it is grounded in love. A lot more support is needed, we want to make sure schools and students know about it. This is available outside of SFUSD. Where should we help with outreach? #BoardWatch

Outreach happens through EPC, it's the first place families enter. Want to expand that collaboration. Want to continue to give out our cards. Go to ELAC meetings. Would love larger meetings and more collaboration with principals and staff #BoardWatch

Applying is relatively simple. Reach out to Blanca, Brenda, or Gina and they will help you through the process. There are more families who are working in the fields because of covid. There is stigma about the job and want that stigma to stop. It is okay to come forth #BoardWatch

School renaming: PAC thinks it should continue but want to focus on in-person instruction as soon as it is safe to do so while also supporting distance learning. Families see back to face-to-face as priority #BoardWatch

Racist Incident at Lowell: Students delegates are example of what SFUSD has done right. Unacceptable that more has not been done at Lowell high school and for so long. PAC stands in solidarity w/ Lowell BSU. Recognize that this behavior is not limited to one high school

Admissions Policy at Lowell: Agree it should be changed but PAC has not agreed not. Lots of different opinions. Significant that students are in support of this measure, want student input on all things. Want deeper investigation & want to look at other SFUSD hs's #BoardWatch

Members of PAC have met with communication staff at SFUSD. Shared specific feedback about family digest, prioritize texting for parents & caregiver who do not have email. Urge communications to provide more face oriented experiences & give reassurance #BoardWatch

PAC is still taking more members and working to remove barriers for families that have historically been unrepresented #BoardWatch

Q&A is for the deaf and hard of hearing community only. Anyone that harassers people there will also be removed #BoardWatch

PC: Community organizer for Arab families in the Tenderloin. These families need more representation, is not represented in the school district. Need someone who can speak language, understand culture, not just watch parents suffer. We really need help w/ that #BoardWatch

Cont Prev Comment: There are many parents who are not really helped. They usually come to this person but they cannot do it for all SF families. There is very little representation. Families preschool-high school. Please consider for Arab families in the district #BoardWatch

PC: CAC Liaison. Thank you PAC for this presentation & all they are doing to educate families & provide support. We have enjoyed our partnership to reach out to families in the district and increase representation of all underserved #BoardWatch

PC: Chair of School Council. Want to pushback on things mentioned in the PAC report. We are already done with our renaming process. It is possible to do it in a pandemic. Other schools in the US are doing this. When I hear people slowing down social justice initiatives...

PC: Reverend Brown welcomes parent involvement with NAACP, Asian Democratic Club etc with this issue of changing the admissions policy at Lowell HS. Particularly when there is a major portion of the Black community that was excluded (faith community, civil rights, educators)

PC: NAACP encourage PAC to partner with them. Parents are concerned about running to fast w/ changing admissions policy. When major portion of Black community was excluded, that is disrespectful. Want reasonable and respectful conversations. We could be a dream team, like in ZA

Brown Cont. need to have everyone at the table, a dream team, shouldn't go into a silo and talk to oneself, does not help engender community Dr. King spoke about. Put brakes on and timeline, 70 days would be enough, don't need "paralysis of analysis" #BoardWatch

PC: former member of PAC from 2005 has questions. Do you have a parent from Lowell HS in your group? Have you reached out broadly to the Lowell community? Concerned PAC isn't getting full feedback. Are there asian-americans on the PAC? #BoardWatch

PC: responding to previous comment- most recent harassment was not targeted at White and Asian students, it was targeted at Black and Jewish students. Concerned about the use of model minority myths. Also concerned thought about who is represented on the PAC #BoardWatch

PC: have questions about how process is used in the district, especially around spending $. When process is sloppy, it can undermine the end output. People see money being spent in this way, even if end result is good, people may doubt use of funds (taxpayer $) #BoardWatch

PC: what will happen to Korean language program at Lowell if these changes are made? Will the program be gutted, like the school? (Judson steps in to note that this is not on topic of PAC report) #BoardWatch

PC: there is discussion of all the groups who are underrepresented at Lowell, but nowhere on the list are American Indian or Indigenous students. Why? #BoardWatch

PC: Chair of AAAPAC thanks the PAC, sounds side by side with PAC, but also understand there is a difference of opinion among parents. Cannot speak for a group unless there is consensus. #BoardWatch

PC: Disappointed by the recommendation of the PAC to wait. They are not a diverse group of parents as far as I have seen. Need to represent students of all ethnic groups and I do not see that. #BoardWatch

PC: Want to thank the PAC for being a voice of reason that we don't hear a lot at any school district thing. #BoardWatch

PC: want to oppose appointment to the PAC, d/n fulfill the goal to decrease the achievement gap. Conflict of interest to appoint someone who is trying to "decrease the distance." Board appoints, so that's on you guys. #BoardWatch

Comment from VP Collins wondering about representation on the PAC, especially if there has been focus on communication issues happening at MS and HS level - different when you are trying to communicate with multiple teachers #BoardWatch

PAC coordinator notes that there is one parent from Lowell on the PAC, identified it as an area of need for filling positions. Collins notes that especially for older kids with ADHD - parents need to know what student work is. ParentVue does not work for this. #BoardWatch

PAC member Naomi notes that the communication they are focused on is how the district-wide communication. Can be better so everyone is getting the same thing. E.g. info in a text. Plug for Aptos middle school, they have dialed it in. Calls/texts from teachers. #BoardWatch

VP @AliMCollins wants families to be able to find information when they need it and want it to be easy to find. Notes that parents are not supposed to be on Google Classroom (FERPA violation) but that is where info is. #BoardWatch

Commissioner @FaauugaMoliga thanks PAC for work and volunteer effort, asking about issues with representation. Coordinator Jaques-Menegaz speaks to some of the difficulties with recruiting. There are still 4 regular spots and 3 alternate spots available. #BoardWatch

Moliga notes that PAC is not a place to push political agendas, it is for those who want to be there for their kids #BoardWatch

Commissioner Boggess curious how PAC committment to equity and works in connection with other PACs in the district. #BoardWatch

Jaques-Menegaz notes that PAC was created by board resolution, there is an advisory alignment convening where they work on issues of shared interest, usually have a summit. Work to make sure support one another. PAC is not "over" other advisories. #BoardWatch

Commissioner Alexander has questions about the underrepresentation of many groups on the PAC (Arab, Vietnamese, monolingual Chinese-speakers). Feels like white parents are over-represented. So many spaces are dominated by white parents. Only 15% white kids in SFUSD. #BoardWatch

Commissioner @mattalexandersf feels it has been strange since coming to the board to notice the huge majority of participation is coming from white parents. If there is going to be a PAC, that should be a way for other groups to access the Board of Education. #BoardWatch

Jaques-Menegaz says PAC has been talking and trying to strategize about how to increase diversity. The pandemic has compounded the difficulty. Those who may have done it in the past are not able to commit #BoardWatch

Commissioner @jennyhlam talks about the importance of not just the modalities of communication but also the messaging. What works? "I spent 10 years on advisory bodies" that is how you get to know all of the complexities, be part of the solution. #BoardWatch

Concerned about underrepresentation on PAC of API community. This is how we build up true parent leadership. DELAC and PAC are not interchangeable. Glad PAC is doing outreach with limited-English proficient Chinese parents. #BoardWatch

Lam also notes that API community is not monolithic. PAC member Laguna notes that they are also doing recruiting at Aptos MS (adding an image just to spice things up) Sanchez notes representation issue has been there always on PAC. What are goals? #BoardWatch

Jacques-Menegaz says there is no "list" of demographics needed on the PAC. Agrees with some board members that a means base stipend would be helpful. Don't want to engage in tokenism. Would ideally like to see representation from the Filipino community, API, Arab. #BoardWatch

Jaques-Menegaz says that also must acknowledge that there are some voices that we need to hear, who may not have capacity to serve as member of PAC. Would like to be able to increase diversity significantly by June #BoardWatch

Sanchez is uncomfortable, doesn't want to micromanage PAC. 40% of SF is white, 15% of SFUSD. Here most from white parents (90-95% of correspondence) that is an unequal power dynamic. People from decreasing the distance may feel they are not heard, but they are disproportionately.

.@marksanchezsf does not want to confirm new PAC member at this time b/c makes PAC even more disproportionately white. The Board is going to vote on the appointment #BoardWatch

Jaques-Menegaz is reading recommendation into the record. This candidate was unanimously approved by PAC membership. 4 spots still open and 3 alternates #BoardWatch

PC: Reverend Brown: this is a parent group that is not inclusive, doesn't even mirror Joe Biden's cabinet. Appeal is that the representatives of this panel get busy, be inclusive, stop making excuses about the pandemic. #BoardWatch

PC: Tearful speaker is speaking up in solidarity with friend who is up for appointment. This is bullying by those in power. He is a leader in his school and city community, in the LGBTQ community. If you talk about representation, he is a Gay father in a mixed-race family

PC: Discussion discredits the intersectionality of Seth being an LGBTQ parent of multiracial kids. There is a level of collaboration going forward in filling the rest of these seats. Consider the "both/and" of this. #BoardWatch

PC: Asking not to support this appointment. Ask PAC to increase representation by communities hard-hit by COVID #BoardWatch

PC: To deny someone a spot on the PAC because he is a member of a parent group you may not agree with to me feels very unfair and not representative of what SFUSD claims to be for #BoardWatch

PC: Advocating for mindset of abundance, if parents are motivated to help out should support that, but on the other hand should support more minorities and make the table bigger #BoardWatch

PC: Board members are shaming LGBTQ parents. Parents need to join organizations, not sit back while this happens. This is shameful #BoardWatch

PC: Parent who is LGBTQ parent of color. It is important to point out intersections. Bet we could find parents who are of color, and are also queer. Think it is problematic to have a white majority on a PAC #BoardWatch

PC: this is an attempt to silence the parents who are most critical of the board. Seth is clearly overqualified. Of course you should have diversity, but that is not what this is about #BoardWatch

PC: Appreciate the two boardmembers who touched on the issue of poverty. Race matters, but so does economics. Would like to remind that those communities can't always come forward, even though they want to, but shouldn't remove somebody who is highly qualified. #BoardWatch

.@AliMCollins notes that there should also be geographic diversity on the PAC, diversity of schools represented. What is the purpose of the PAC? Is it to support all families? To support reducing the opportunity gap? This would inform who are the best families to do that work.

Jacques-Menegaz answer "I don't know" - got a text that says CAC does have an application. Sounds like AAPAC has not voting. When it was formed it did, but now has collective leadership model. Votes on consensus. Leadership team self-selected. Not board designated like PAC.

.@FaauugaMoliga notes his personal experience, being Samoan and growing up in "the projects", it is important for members of that community to know there are others like them in the group. Also, people of color may not want to join a group because of how it operates #BoardWatch
