And out of the Senate chamber! Here come my notes.

1/
Senators are still listening, attentive but there is notably less light in their eyes today.

At long points 12-17 Republicans and 2-4 Democrats were outside the chamber.

They are not struggling as much as the depths of impeachment 1.0, but far from edge of seat as yesterday.
There are more sleepy eyes in the Senate chamber today, but I only counted two senators (1 R, 1 D as it happens) who seemed to be actually asleep.

(Not naming names. They were not asleep the whole time. )

Alright, now out of the chamber.

Here come a few tweets about what I put in my notebook while there.

(We cannot have electronic devices inside.)
FYI:

I was in the chamber for the end of Raskin's first presentation and nearly all of Neguse.

My view was primarily of the Republican side.

2/
1. The Republican side was attentive throughout. Only Sen. Hawley, sitting up above in the gallery, did not seem to be looking at the speakers at all.

2. Notable to me were 3 senators seeming to take more notes than yesterday: *Sullivan*, R-AK, Tim Scott, R-SC and Graham, R-SC

It is not my style and I don't think I'm good at this but can I get a wee bit ranty about the COVID situation at the Capitol?

NO ONE is:
a. Enforcing standards for quarantining after exposures.
b. They need to wait for negative test results before doing things like, oh, voting.
Cap Hill COVID.

c. Members are saying the Attending Physician is fine with them going on the floor before getting results. And NOT quarantining if they've already had COVID.
d. It seems clear *most* everyone is finding a reason that *they* don't have to quarantine.

2/
Cap Hill COVID.

Example: Granger was on the House floor extensively when she was COVID positive. (Just had not gotten results yet.)

She arrived early for her attendance vote, chatted, sat near others. Was there significant time.

But no one else has quarantined.

COVID DEAL WILL BE REACHED BY MORNING, say Dems.

Dem sources in both chambers tell me the Toomey/Fed issue is over. They say Toomey is withdrawing some language.

I'm waiting for GOP sources to confirm.

One Dem source says they expect remaining issues resolved by am.

1/
Schumer told the Cap Hill pooler @RealMikeLillis that he thinks it is very possible that both the House and Senate could vote tomorrow.

(!!)

2/
@RealMikeLillis VOTES TOMORROW would mean:

- at least 2/3 majority in House and unanimous go-ahead procedurally in the Senate.

- they have to finish writing

- we'd all have hours to read over a 1000 pages of massive legislation. (Total size unclear.)

Today @RepMikeRogersAL announced he is COVID positive.

He is the 49th member of Congress to be tested positive or presumed positive.

(NOT counting the 2 senators who were in vaccine trials and tested positive for antibodies.)

I looked at the stats a little...

1/
@RepMikeRogersAL Who has tested/been presumed COVID positive?

I crunched #s.

House GOP: 14.8% of all members. (29 ppl)
House Dems: 4% of all members. (10 ppl)

Senate GOP: 15.3%. (8 ppl)
Sen. Dems: 4.2%. (2 ppl)

2/
Summary: Nearly 4x as many Republicans in Congress have become infected with COVID as Democrats.

NEW: Biden statement *slamming* Trump, Meadows and Pence for coronavirus statements and response this weekend to latest outbreak at the WH.

Thread...

1/
BIDEN: "White House Chief of Staff Mark Meadows stunningly admitted this morning that the administration has given up on even trying to control this pandemic, that they've given up on their basic duty to protect the American people. This wasn't a slip by Meadows ..."

2/
BIDEN MORE:

"... [Meadow's statement] was a candid acknowledgement of what President Trump's strategy has clearly been from the beginning of this crisis: to wave the white flag of defeat and hope that by ignoring it, the virus would simply go away. It hasn't, and it won't."
