In light of GOP's evisceration of Impeachment, abdicating all responsibility, I did a thing:

An Amendment to the Constitution of the United States. The elimination of impeachment of the Chief Executive and the establishment of the Office of Governor General as Chief Executive.

1/ In recent years the Dep't of Justice has failed to indict a sitting President for criminal misconduct and Congress has declined to convict upon impeachment, for a President facing a re-election, and a former president having lost faith with the electorate and lost re-election.

2/ Whereas the Congress of the United States has acted repeatedly to deny any accountability for the President of the US, even beyond failing to convict in trials upon Impeachments. but rejecting the concept that the process serves a valuable purpose in our system; #TrumpTrial

Whereas the Congress has declared its preference to disavow any viable role in removal and disqualification of a sitting or former President, to allow the people to render verdicts in elections instead;

4/ Whereas the Justice Dep't has determined a President cannot be held to account while in office, subject to criminal prosecution or meaningful oversight and rebuke; #TrumpTrial #EndImpunity #AmendTheConstitution

5/ It has become apparent to the people that maintaining the procedure for Impeachment of the President or other elected official serves no useful purpose. It cannot be used to bring to account a President in his or her first years,... #TrumpTrial #EndImpunity #AmendConstitution

6/ ...as Representatives and Senators of the Party of the President would declare this an effort to overturn the will of the voters.

Furthermore, impeachment cannot be used subsequently for meaningful accountability in advance of national elections... #TrumpTrial #EndImpunity

7/ ...because Representatives and Senators of the Party of the President will decry the process, rejecting efforts to bring the President to account, instead declaring it is for voters to render a verdict. #TrumpTrial #EndImpunity

8/ Moreover, Representatives and Senators of the Party of a former President have declined to assert jurisdiction and provide accountability for the former President. Therefore...

9/ Therefore, it serves no useful purpose to maintain a system which is subject to partisan whims, and which might impose some burdens upon a term-limited President which the Congress would be practicably unable to impose upon a first-term President... #TrumpTrial #EndImpunity

10/ Therefore, it is the verdict of the People that the provisions for impeachment of the President or other elected officials be removed, and for the power to be limited only to the removal of sitting judges or other officers of the United States... #TrumpTrial #EndImpunity

11/ Therefore, it is further urged the office of the President shall be replaced by a Governor-General of the United States, who shall be accountable under law and shall be subject to removal by the Governing Council, heretofore known as the Presidential Cabinet... #TrumpTrial

Text of may Proposed Amendment follows...

12/ Members of the Governing Council shall not be subject to Cong'l advice and consent. The current President shall become Governor-General, but in all futures cases shall be appointed by the Governing Council, which shall consist of chief officers of the Executive Departments...

Sec. 1. Executive Powers of the US shall heretofore be vested in the Office of Governor-General and the scope of those powers shall be defined by the language of this Constitution as it relates to the prior existing office of President of the US, with the following exceptions:

Sec. 2: The President at the time of adoption of this Amendment shall assume the office of Governor-General, which shall not be subject to the term limitations that previously applied to the office of the President... #TrumpTrial #EndImpeachment

...Nor shall the term of the Governor-General be limited by any number of years. The designation of an acting or new Governor-general shall be done exclusively by majority vote of the Governing Council of the United States.

Section 3: The Governing Council of the US shall consist of the chief officer of each of the Executive, Cabinet-level Departments, who are heretofore to be appointed by the Governor-General, with no requirement of advice and consent by either or both branches of the Congress.

Section 4: The Governor-General shall have the power of appointment of judges of the Supreme Court and any inferior courts the Congress may create. These and other nominations by the Governor-General shall proceed with advice and Consent of a majority both houses of the Congress.

...but in the absence of a vote on any nomination within 6 months, the nominee shall accede to the office for which she or he was nominated...

Sec. 5 as follows sets out requirements for adoption of the foregoing amendment... #TrumpTrial #EndPresidency #EndImpunity

This article shall become effective within 30 days upon ratification by the Congress and the required number of states, if that number has been reached within 3 years, unless that period is extended by the adoption of a resolution by a majority vote of both houses of Congress.
