Why do you need an act of Parliament in order for Government to explain the why of its policy choices?

That is the point of a Parliament

To scrutinise and hold the Government to account

Has Steve forgotten that?
On the latter part

The Government should be able to explain the WHY of its policy choices

It should be able to explain what it has considered

What it has planned for

And what side effects it may be trying to mitigate for
