Failure to follow directives resulting in inaccuracies in UE rates has far reaching impact & deserves investigation.
#SuziLevine does not deserve an appointment as Asst. Sec. Edu & Train. She deserves to be investigated for Gross Mismanagement or the like. She should of stepped down w/600M fraud.

“Importance of Program Integrity. The programs and provisions within the CARES Act operate in tandem with the fundamental eligibility requirements of the Federal-State UI program, which remain in place and must be adhered to.”
Upon detection of 600M fraud, Levine assured claimants & #waleg that data systems were secure. On 2/1/21, claimants were made aware - only via news channels/social media - that over 1.5 claimants were exposed to personal fraud via a data breach.
Prior to the discovery of fraud, claimants provided their Driver’s License & Social Security numbers only as ID proof. Subsequently, all claimants must now provide a photo of these documents. Our actual ID documents, bank#, address, employers, et al. are now exposed to ID fraud.
There are several points of contention arising from the data breach. For brevity I will point out one that is perpetuating & compounding the financial hardships of thousands created by Levine’s management @ESDwaWorks .
Advisement from ESD about the data breach was to change bank#. When Levine implemented emergency rule WAC 192-140-096 because of fraud most claimant acct. changes were flagged for review. This triggers a process ESD calls “adjudication.”
esd.wa.gov/newsroom/unemp… remarks “between 6 and 10 weeks for the majority of claims with issues to be resolved.” Therefor, changing my bank# on my ESD acct. because of data breach could likely result in a delay of payment up to 2 months because of processes put in place over fraud
This is astounding! It may seem minuscule but it can be extrapolated by over 1.5M claimants, bank#, and delayed payments. This is but 1 example of Levine’s heartless ineptitude in managing our national emergency.
This has grown to be a national problem & national disgrace. The untold suffering of millions of claimants in the US & the financial fallout to the American people is unfathomable. The mismanagement of fraud recovery by Levine & resultant failures @ESDwaWorks seems never ending.
How does an executive of Levine’s supposed qualifications allow for a 600M fraud & then, AND THEN, not ensure that that the organization’s data is secure?
Compound this with decision making & policy implementation contravening Federal directives that ensure public financial security during a National Emergency and the decision to oppose Levine’s appt to @USDOL becomes clear.
Suzi Levine failed Washingtonians. Her narrow focused decision making, oversights, & ineptitude created a series of substantial consequences that continues to erode claimants financial, and now, personal security. She has yet to take responsibility.

Investigate Suzi Levine @USDOL pick for Asst Sec. Labor Education & Training who, as Commissioner of Washington Employment Security Department (ESD), in commission of her duties was negligent & inept and she abused her power as Commissioner
to subvert established policies & procedures to deny or delay unemployment claims during a State & National emergency. Her inability to properly manage ESD resulted in the loss of 600 million dollars to fraudulent activity at the beginning of our National crisis.
She is inept. She manipulated ESD policy & delayed or denied payments when she had the ability to pay them leaving so many stranded. Who allows a 600 million dollar fraud and then doesn’t ensure that their data is secure. She wants to deflect blame.
1/7 of Washtonians are exposed by this breach. If all the records were ESD applicants then more than 1.5 million people applied for unemployment in 2020. If this is so it needs to be checked against WA UE rate based on #claims paid
@RepDerekKilmer Please oppose Suzi Levine’s pick as Assistant Labor Secretary of Education & Training. As you know under her watch as the head of WA ESD 600 million dollars was fraudulently stolen from the department. Next, 1.5 mil claimants had their data exposed to hackers.
The fraud plus the huge influx in claimants caused LeVine to run the ESD by harming the claimants. In the determination letter to claimants ESD says that while they are establishing your claim they “may” pay you. There is no guidance in how they make the determination.
This arbitrary & ambiguous statement is intended to protect the interest of the department. I remind you that Federal Law requires ESD to require employers to respond to separation correspondence within 10 days.
