Part of this is good ol' Japanese politics, which usually does its thing regardless of what public opinion wants. But a more relevant part is that the public is usually opposed to the games in most cities in the immediate lead up. Compound that with the pandemic and Mori and...
It's not hard to see why there's public angst. The problem is that cancelling the games now is a REALLY expensive option - and those costs will get passed on to the Japanese taxpayer
And most people in most cities enjoy the Olympic party while it lasts. Then the bill comes (it always does) and then everyone's angry again. They're not wrong, but unfortunately that's a conversation that needed to happen before Tokyo made its pitch
It's pretty obvious by now that the Olympics almost never, ever pay off so if a mistake was made, it was in the initial decision to host. But that's too late now, so the least-bad option is to host the games and take as many precautions as possible to keep them safe.
