Bill Burns testified at his Senate hearing this week that he cut ties with the China-US Exchange Foundation when he took over at Carnegie Endowment in March 2015.

But Tung chee-hwa, the founder of the exchange, spoke at Carnegie in May 2016. dailycaller.com/2021/02/26/wil…
Tung pushed the Beijing narrative on the South China Sea, which was at the center of international arbitration at the time.

Reuters at others at the time noted that Beijing was waging in "propaganda overdrive" at the time.
Burns acknowledged this week that CCP uses China-US Exchange Foundation in its “whole-of-government approach…to try and influence political, economic, and cultural developments to benefit CCP interests.”
He claims he distanced Carnegie from CUSEF quickly after taking over. But in addition to Tung's speech at Carnegie' HQ, CUSEF donated to Carnegie through 2017, two years after Burns took over.
In his May 2016 speech, Tung said that China "not been aggressive, nor assertive, but rather has been restrained" in the South China Sea. He said that Vietnam and Philippines were the aggressors.

The arbitration court ruled against China in July.

Since then, a Chinese businessman who serves on the Chinese People’s Political Consultative Conference, an advisory board for the government, has joined the think tank's board, and donated up to $1.5 million.
The China-U.S. Exchange Foundation gave up to $500,000 through 2017.

CUSEF serves as a front group for the Chinese Communist Party in its outreach overseas.

Joesph Pientka told the Senate that he wanted to do an additional source review of Steele in November 2016. Word came down that it was tabled because Priestap was concerned about leaks.
