My new piece for @whowhatwhy. ES&S conducts its own hash testing. This is a big problem bc hash testing is the crucial process that customers are supposed to use to confirm that ES&S has provided them w/ certified software as opposed to God Knows What. 2/ whowhatwhy.org/2021/03/08/ele…
Not only that. ES&S has used an uncertified method to install software in up to 19 states. Software installed w/ this method failed hash testing. When Texas examiners started asking questions, ES&S misrepresented the situation. 3/
.@EACgov slapped a bandaid on the hemorrhage by belatedly certifying the uncertified method 40 days before the 2020 election. It is supposed to post these types of change orders on its website but didn’t until I emailed the person in charge directly in February 2021. 4/
One of the 2 labs whose report said it was okay for @EACgov to belatedly certify ES&S’s uncertified installation method (the one ES&S misled about) advised that ES&S’s customers still MUST confirm that resulting hash mismatches in the field are benign as opposed to malicious. 5/
Based on the documents I received thus far, it does not appear that @EACgov told ES&S’s stick-installation customers that they were required to follow the lab’s instruction. This issue impacted up to 19 states. 6/
Why didn’t @EACgov post its October 2020 change order until February 2021? Was it trying to cover up for ES&S? Would it ever have posted it if I didn’t ask? 7/
When @EACgov finally got around to posting the change order, they put the wrong date in it and said it applied to more ES&S systems than the test labs had actually analyzed. I asked them about this and requested comment. They declined to comment but corrected the change order. 8/
I requested documents from @EACgov in January but they have thus far produced none and refuse to provide a time estimate. I need a FOIA attorney. Please contact me if you can help. Thanks. 9/
It’s not just OH either. Its Louisiana too. This may be a problem in many places if we ignore the serious concerns w/ ES&S. “Officials in at least one other state, LA, have backed off plans to purchase Dominion voting machines following pressure campaigns from residents,” 10/

How many of these counties have allowed ES&S to conduct its own hash testing, a situation that one examiner called “a Fox in the henhouse scenario.” All of them? Who is going to stop them? Cuz @EACgov won’t comment and Congress seems uninterested. 12/
“No comment” and “radio silence” are unacceptable responses from a government that is supposed to be “of the people, by the people.” #ProtectOurVotes 13/
So much for our voting system being too “decentralized” to allow an outcome altering attack. Without robust manual election audits for every race, including races for Congress and state legislative and judicial races, how wld we ever know? 14/
Note: HR1 does NOT require manual election audits or require that in-person voters have the option to use #PenAndPaper. It must be amended or else we need a separate bill to address these omissions. 15/

I have questions. For how many election cycles has this been going on, and what other states are giving ES&S such free reign to “self-certify” voting software updates? What is @EACgov doing to get a handle on the scope of this problem and stop it before the next election?! 3/
