This is CA State Senator @CASenCaballero in 2001 when I confronted the @CityofSalinas regarding @SalinasPD promotional process that led to terrible promotions because the entire process was rigged & not on merit. They used this to promote people who looked the other way on

Ultimately @Kelly_McMillin was a beneficiary of this rigged promotional process, becoming chief in 2012 and retiring to work in in #marijuana in 2016/17.
