Apostolic Administrator Bishop Broderick Pabillo on his pastoral instruction on Tuesday: That's meant to guide the pastors, the faithful on what to do during Holy Week. In that short document, we have repeated more than nine times, encouraging the faithful to participate online.

Malacañang on Tuesday asked Apostolic Administrator Bishop Broderick Pabillo not to encourage violation of IATF rules after the bishop sent out pastoral instructions that churches in the Archdiocese of Manila will be open from March 24 with up to 10% capacity.

IATF prohibited until April 4 religious gatherings in Metro Manila, Cavite, Rizal, Laguna, Bulacan amid spike in COVID-19 cases.

However, Pabillo says IATF's instruction 'isn't clear': They said there should be no mass gathering. We don’t think 10% capacity is a mass gathering.

Bishop Pabillo: Those who have come to Church, they know we are organized. There are protocols which we are following.

Bishop Pabillo notes there was no data showing that the Feast of the Black Nazarene earlier this year led to a spike in cases: So, they cannot just blame that because there are a lot of people, there was a surge.

Bishop Pabillo: We want to talk to decision-makers, not to a spokesperson who cannot change anything.

Bishop Pabillo on Presidential Spox Roque’s warning of possible closure of churches defying ban: Those are the words of the spokesperson, because they just have to mouth things. Let them say what they want to say. But if there is a dialogue, it should be with decision-makers.

Bishop Pabillo on opening up churches at 10% capacity: It was placed there not to defy the government, but because it was our interpretation of no mass gathering, so let them (the government) clarify.
