1) From colleague Brooke Singman. GOP FL Rep Byron Donalds on Biden invoking "Jim Crow" when talking about filibuster.
2) Donalds: "In 2005, then-Sen. Biden said, 'At its core, the filibuster is not about stopping a nominee or a bill; it is about compromise and moderation. That is why the Founders put unlimited debate in. That is what it is about, engendering compromise and moderation."
3) Donalds: "Now President Biden is irresponsibly injecting race and the travesty of Jim Crow to oppose the filibuster..Time after time, Democrats resort to the race card to shield them from having to answer for their hypocrisy and radical policies."
4) Donalds: "Jim Crow might not mean anything to President Biden, considering he joined segregationists in opposing bussing and eulogized known racists like Robert Byrd, but that dark stain on our republic is personal to me and many Black Americans like me."

A) The next set of briefs in the disputed Iowa Congressional race are due Monday. Counsel for Rep. Mariannette Miller-Meeks (R-IA) and Democrat Rita Hart will likely come late in the day Monday.
B) Attorneys are asked to respond to the following requests from House Administration Committee Chairwoman Zoe Lofgren (D-CA):
C) The parties are directed to the legal standards and procedures which should govern the outcome of the race. The sides will be asked to ID any “erroneously excluded” ballots from the certified vote total and “any other ballot-counting or ballot-tallying errors.”

1) The Hitchhiker’s Guide to What President Biden Said About the Legislative Filibuster
2) Some notes on President Biden saying a speaking filibuster “used to be required” to block legislation and if the Senate needs 60 votes to extinguish a filibuster or 51 votes to end a filibuster…
3) The current requirement, under Senate Rule XXII (22) to end any individual filibuster on legislation is 60 votes.

But, because of Nuclear Option I in 2013 on executive branch nominees and Nuclear Option II in 2017 on Supreme Court nominees, 51 votes are required.

1) GOP NY Rep Tom Reed says he won't run for re-election to the Hse or run for governor after allegations of sexual misconduct. Says charge made by Nicolette Davis that he made advances toward her in 2017 "caused her pain, showed her disrespect and was unprofessional."
2) Reed says " I was wrong, I am sorry, and I take full responsibility." Reed says "I further apologize to my wife and kids, my family, the people of the 23rd District, my colleagues, and those who have supported me for the harm this caused them."
3) Reed: "I want to share that this occurred at a time in my life in which I was struggling. Upon entering treatment in 2017, I recognized that I am powerless over alcohol. I am now approaching four years of that personal lifelong journey of recovery."

1) Feinstein on filibuster:
There are many significant issues Congress needs to address. Just this week we saw a union of gun violence, violence against women and hate crimes in the tragic shootings in Atlanta.
2) Feinstein: I have tried for years to pass legislation in these areas. This month the House passed bills to improve background checks for gun purchases and reauthorize the Violence Against Women Act, among other key legislation.
3) Feinstein: But if that proves impossible and Republicans continue to abuse the filibuster by requiring cloture votes, I’m open to changing the way the Senate filibuster rules are used.

26) The Senate can establish a new “precedent” and upend current filibuster provisions with just 51 votes. So far, filibuster reform advocates lack the necessary votes for a new precedent. That could change. Think of the Senate as a political hothouse over the next few months.
27) Senate Majority Leader Chuck Schumer (D-NY) says he’ll put various bills which pass the House – even if they fail. This accomplishes two goals. First, these various bills will face s filibusters, stunting their passage.
28) That very well could bolster support to end the filibuster. Liberals hope such legislative cul-de-sacs will apply pressure on senators otherwise unwilling to upend the filibuster.

1) The Hitchhiker's Guide to Understanding Potential Changes to the Senate Filibuster:
2) The iconic, 1939 Frank Capra classic starring Jimmy Stewart iconized the filibuster in the American political experience. Social studies and history teachers showed the film in class to demonstrate the filibuster.
3) In the film, Stewart’s character seizes the Senate floor for hours, blocking a spending bill and exposing graft. This is what we would contemporarily refer to as a “speaking” filibuster.
