First of all, This is a Charter/Policies/မူဝါဒ (or) "Why are we going to have this revolution?"
It must not be mistaken as Constitution. The difference between these two is of Strategy and Tactics.
Strategy is macroscopic in nature
Tactics is more of microscopic
Charter is basically "outlining of things that we would like after revolution" = Strategy and must not be detailed.
Constitution is more specific and detailed into thing.
For example,
Those making fuss probably mistaken Charter for Constitution. Charter only outlines the plan. e.g Linda and I will be going for dinner and followed by clubbing. Constitution details dinner will be at which restaurant, what meal, until when, etc etc and drive car to club for dance
Drafting of Constitution will commence only when Tatmadaw Terrorists will be gone. Until that period, interim government, Members of Parliament (Political) + Ethnic Armed forces (Military) + Freedom loving Majority Population will be fighting off terrorists. Civil War ahead !
Rohingya & Gender Equality
S24."Anyone", even if they are not of Myanmar's ethnic, shall have the equal rights as those of ethnics.
S25. Gender Equality will be promoted and discrimination based on gender will not be tolerated

S24. When it mentioned "Anyone", it refers to those of none ethnic and are entitled for the equal rights and citizenship. Rohingya are native to Rakhine State. It is included but since being Charter, it must not need listing downed all detailed ethnics

1982 Citizenship Acts
It is abolished along side several other Acts stated in 2008 Constitution. The charter is baseline facts, to be used in order to draft new Constitution. Any Acts or Clauses itself must be aligned to Charter and must not contradicts while drafting.
Upcoming Citizenship Acts
Charter outlined sections must not contradicts new Constitution. As per CRPH charter -
S24. "Anyone" who born in Myanmar even if they are not of Myanmar's ethnic, shall have the equal rights as those of ethnics.
It ensures 1982 Act can't be adopted.
