1) Hoyer: With many Members and a growing number of staff and Capitol workers now fully vaccinated against COVID-19, and with safety measures like mandatory mask-wearing and proxy voting remaining in place, we can begin a graduated return to normal voting procedures.
2) Hoyer: Starting on April 13 the House will reduce the time allocated for each vote from forty-five to thirty minutes, which will allow for the House to complete its work more expeditiously.  We will continue to vote by groups.  There will be five groups of 87 Members each
3) Hoyer: Mask-wearing will continue to be mandatory, and Members should leave the Floor as soon as they vote.  Dr. Monahan believes that this can be done safely, but he again urges all Members to observe distancing protocols.
4) Hoyer: Dr. Monahan also asks that all Members who have received vaccines from a source other than the Office of the Attending Physician notify his office of that fact.  The more of us who are vaccinated, the safer it will be for all.

A) With the death of Rep. Alcee Hastings (D-FL), the current breakdown in the House is 429 members.  218 Democrats to 211 Republicans. Six vacancies.

But as we say, it’s about the math.

Democrats can only lose three votes on their side and pass a bill without GOP assistance.
B) Members cannot be appointed to the House. Hastings death means a special election for that Democratic seat is months away. For instance, a special election to replace Housing and Urban Development Secretary Marcia Fudge won’t take place in Ohio until November.
C) But the Democratic margin is about to shrink further.

When the House returns next week, it will swear-in Rep.-elect Julia Letlow (R-LA). She takes the seat, won by her late husband Luke, who was never sworn-in, before dying from coronavirus last December.

A) US Capitol Historical Society: We are shocked and saddened to learn that the..Capitol & its police officers have once again come under a fatal attack. This is a remarkable turn of history.
B) USCHS: In more than two centuries never before have two acts of violence at the Capitol occurred so closely together. This new attack reminds us that we must continue to seek information about the 1st attack on Jan 6 to learn if there is a connection between the two incidents
C) USCHS: A Congressionally appointed commission would be an important step toward ensuring we have the policies necessary to keep a deranged person or mob from ever threatening the sanctity of our Capitol again.

2) Pelosi: On behalf of the House of Representatives, I have conveyed our prayers and condolences to his mother Janice, with our offer of assistance to her and Officer Evans’ children Logan and Abigail.

1) Rundown of recent violent Capitol security incidents

Some other instances of cars crashing into barricades, USCP shooting suspects
2) In 2006, suspect crashed a car l into similar barricade near the Supreme Court where they were building the Capitol Visitor’s Center. Suspect got into the Capitol before he was apprehended.
3) In 2009, USCP shot and killed two suspects in the Russell Park nearby after they drew guns on officers outside the Capitol after a high speed chase.

2) Fox is told that we could in fact get guidance today from Senate Parliamentarian Elizabeth MacDonough as to whether Senate Democrats can push the envelope and re-use a budget reconciliation package for components of the infrastructure bill.
3) This would enable Democrats to sidestep a filibuster, potentially a third or fourth time with fiscal-related bills which qualify for the budget reconciliation process. It may be the only way Democrats can advance portions of their agenda.
