@CanadaOPCW Not only was the majority of the analytical work done before Whelan left, (compare the 106 page original interim report with the final report: wikileaks.org/opcw-douma/doc… with opcw.org/sites/default/…), any subsequent analysis added little to the original conclusions:-
1) the additional 13 samples analysed were not sufficient to alter the *original interim report* conclusion that there was no confirmation chlorine gas had been present (nor indeed that there was any evidence of nerve agent such as Sarin): berlingroup21.org/background@aaronjmate
2) But the *final report* did include an apparently fabricated claim that no bleach (a possible benign cause of some of the chemistry results) was ever reported by investigators at the scene. In truth, no such negative observation was ever recorded by the Douma inspection team.
3) The additional 5 interviews carried out after Whelan left did nothing to resolve the carefully documented witness testimony in the *original interim report* showing sharply divergent claims between those interviewed in Country X (Turkey) and Damascus @ClarkeMicah
4) In fact, the *final report* demonstrably obfuscates both the divergence of witness claims and critical inconsistencies w.r.t. to the White Helmets supplied witness testimony.:-
5) Also erased from the *final report* is the fact that it was Country X/White Helmet linked witnesses who reported symptoms of nerve agent, even though as we know now no nerve agent was ever found.
6) No additional toxicological evidence is presented in the *final report* that would have overturned the conclusion of 4 NATO toxicologists, reported in the original interim report, that the deceased were not killed by chlorine.
7) In fact, the *final report* demonstrably obfuscates these conclusions, reached at the time of the original interim report and before Whelan left.
8) What *is* new in the *final report* concerns the 3 independent reports on the cylinder ballistics and damage which were carried out after Whelan left.
9) But these *independent* reports fail to explain how the cylinder magically bounced across a room and onto a bed
10) and they directly contradict a leaked engineering report which indicated the cylinders had not been dropped from a helicopter. Senior OPCW management refused to allow the leaked engineering report to be considered in the Final Report:- syriapropagandamedia.org/working-papers…
11) In sum, the bulk of analytical work plus substantive conclusions was reached at the time of the interim report and before Inspector Whelan had left. Additional 'post Whelan' analysis did little to alter original key findings.
12) In fact, what *did* occur in the months after Whelan left was, as shown in this thread, a pattern of obfuscation and censorship of the original results. That would be why, @CanadaOPCW, so many people are now raising their voices, berlingroup21.org

1) OPCW staff have not advocated a 'false and misleading theory', they have reported serious procedural and scientic flaws w.r.t. the Douma investigation. 11 points detailed here: berlingroup21.org/background
