Today Minister Mendicino announced a new pathway to permanent residence for over 90,000 essential workers and international student graduates who are actively contributing to Canada’s economy.
Starting May 6, 2021, this pathway will allow eligible international graduates, who studied in Canada, as well as temporary workers in health care and other essential occupations, to apply for permanent residence.
We will accept applications under these policies from May 6 - November 5 2021, or until a program stream has reached its limit:
✅20,000 temporary foreign workers in health care
✅30,000 temporary foreign workers in selected essential occupations
✅40,000 international graduates
Please note: to support the vitality of Francophone minority communities, 3 additional streams with no application limit have also been launched for French-speaking or bilingual candidates.

Our new immigration levels plan for 2021–2023 sets out a path for responsible increases to the number of immigrants to help the Canadian economy recover from #COVID19 and lay the foundation for future growth. Highlights of the plan include: THREAD
A focus on how immigration can help our economy, with approximately 60 per cent of immigrants to be chosen under economic immigration programs.
A continued focus on innovative approaches where communities and businesses are encouraged to work together to welcome immigrants in communities across the country to help meet worker shortages.
Today IRCC announced changes that are being implemented to provide more flexibility on eligibility rules for the Post-Graduation Work Permit Program for students who start their Canadian study program online from abroad. THREAD
Students are now able to study online from abroad until April 30, 2021, with no time deducted from the length of a future post-graduation work permit, provided 50% of their program of study is eventually completed in Canada.
Students who have enrolled in a program that is between 8 and 12 months in length with a start-date from May to September 2020 will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit.
International students: we’re announcing new measures to help you start a new program online from outside Canada. THREAD
You can now include the time you apply for a study permit, rather than when you were approved for one, towards a future post-graduation work permit. Students must eventually be approved for a study permit and complete more than 50% of their program in 🇨🇦.
We’re also providing priority processing for students who have submitted a complete study permit application.
To safeguard the continuity of trade, commerce, health and food security for all Canadians, we will be updating exemptions to travel restrictions to include foreign nationals who have already committed to working, studying or making Canada their home. THREAD
PLEASE NOTE: Those affected by these exemptions should not try to travel to Canada immediately. We will announce when the exemptions are in place, which we anticipate will be early next week.
These travel exemptions include seasonal agricultural workers, fish/seafood workers, caregivers and all other temporary foreign workers.
