UK to reveal (finally) where axe will fall on £4billion+ of foreign aid cuts - cuts that charities warn will likely cost more lives in the poorest countries.
Announcement delayed this week because of Duke of Edinburgh’s death. Could come next Thursday
NEW: Foreign Secretary set to reveal which UK aid projects around the world will be axed or reduced. A source said: “There will be huge, huge cuts… If you are going to make such a big cut, then I think any government would have to go before parliament”
. @SarahChampionMP, chair of international development committee, wants a rethink on the aid squeeze, which comes as UK seeks to burnish “Global Britain” credentials, hosting G7 summit & conference to combat climate change
"I think it makes the government look like hypocrites”
The United Nations’ @UNReliefChief also hopes UK will say when it will revert to spending 0.7% of national income on overseas aid after “temporarily” reducing target to 0.5%. Sir Mark Lowcock says this is not just a matter of empathy & kindness but also one of self-interest 1/
Sir Mark - @UNReliefChief - said: "The learning point from a year of pandemic is that this is a small planet. Problems starting in one place reverberate quickly everywhere else. If you want to be safe at home, you have to contribute to stability and fairness abroad as well. 2/
“If you want to be a leader you can't lead simply on the basis of your rhetoric. You have to put money where your mouth is." 3/3

NEW: Czech foreign minister @jhamacek says he'd like the UK & other allies to expel Russian diplomats in a show of support over an alleged attack on Czech soil in 2014 by the same suspected Russian intelligence officers who are accused of the Salisbury spy poisonings 1/
Jan Hamacek told @SkyNews: “We really appreciate the voice of the UK & we are hearing similar support from the EU & the US. We would obviously ask for solidarity & I have asked my colleagues also to consider expelling other Russian officials that operate on their territory." 2/
The Czech foreign minister continued: "But that’s obviously a decision to be made by those individual countries... We ask for solidarity, either verbal or in terms of expelling Russian officials as well.” 3/
NEW: Strong language from @TomTugendhat on @SkyNews after Czech Republic revealed 2 prime suspects in Salisbury spy poisoning are also wanted over a deadly 2014 blast at Czech ammunition depot: "If that isn’t a war-like act, frankly I have difficulty in knowing what one is" 1/
Mr Tugendhat, chair of @CommonsForeign, said: "We’re seeing a pattern of behaviour by Russia – or rather by President Putin – which is frankly if not an act of war then certainly warlike. And it’s extremely damaging not just to European people but also to the Russian people" 2/
. @TomTugendhat alleged: "This is fundamentally and simply about Putin & his cabal. I will not be satisfied until we have seen all of the money that Putin has stolen off the Russian people detailed and on the front page of every newspaper." 3/
BREAKING: 🇷🇺Russian cyber spies are trying to steal research into #coronavirus vaccines & treatments from 🇬🇧UK, 🇺🇸US & 🇨🇦Canada, the 3 countries claim.
The attack is ongoing, with British cyber experts working to defend research institutes, labs & other targets in UK @NCSC says
The UK's @NCSC (which is leading this charge) accused a group called #APT29 - aka "the Dukes”/“Cozy Bear” - for the attacks & said it “almost certainly operates as part of Russian intelligence services”
The NCSC said its assessment is supported by its US + Canadian counterparts
Paul Chichester, @NCSC ops director, says: “We condemn these despicable attacks against those doing vital work to combat the coronavirus pandemic... We would urge organisations to familiarise themselves with the advice we have published to help defend their networks.”
NEW: @SMcDonaldFCO says he thinks #COVID19 is a "watershed moment for the whole world", he's giving evidence to Foreign Affairs Committee
On future relations with China: the permanent secretary at @foreignoffice says for the UK China "is our partner, we are close to them but we do not want to be dependent on them"
BREAKING: Top civil servant at @foreignoffice says "as far as I am aware" there has been no change in UK policy to allow @Huawei to be part of #5G network. @SMcDonaldFCO calls it a "firm decision" when asked by an MP whether the policy has changed post outbreak of #COVID19
BREAKING: Up to 20,000 @BritishArmy, @RoyalNavy, @RoyalAirForce personnel will be put on standby to help combat the coronavirus, with troops gearing up to drive oxygen tankers, support the police and boost hospital capacity 1/
Reservists will on Thursday be put on notice to mobilise if required as part of a war-like effort to prepare the armed forces in case the government calls upon them in large numbers 2/
But @DefenceHQ must also deal with threat posed by #COVID19. Steps are being taken to isolate or quarantine personnel on UK’s most important missions – such as ability to respond to a terrorist attack or to protect UK skies from hostile aircraft – to ensure they are not sick. 3/
BREAKING: UK military chief warns of “political warfare” threatening democracy. Gen Sir Nicholas Carter says: “This is a strategy that is designed to undermine cohesion, erode economic, political & social resilience, & challenge our strategic position in key regions of the world”
Putting threats into context, Gen Carter says: “We are in a period of phenomenal change – more widespread, rapid & profound than humanity has experienced outside of world war. And it’s more sustained than the 2 world wars of the last century combined - and it is still increasing”
He continues: “Our fundamental & long held assumptions are being disrupted on a daily basis. Modernising will only get us so far - what is needed is a step-change in how we fight; in how we run the business; in how we develop our talent; in how we acquire our equipment... tbc
