Beginning in mere moments... @NC_Governor Roy Cooper's COVID briefing.
I will live-tweet here.
Apologies for non-#NCpol followers. :)
You can watch the carefully-managed theater here:
ncdps.gov/news-conference
Gov:
952k cases
1,963 new cases since
1,168 hospitalized
12,480 dead

We continue to make progress.
Stable trends. But numbers are not yet declining.
Our strong protocols are why we avoided surge overwhelming hospitals.
We struck the right balance.

#NCpol
Gov:
CDC says we're among best in low deaths AND low job losses.

We want to make 2/3 of adults vax'd.
We could lift all restrictions by June 1.
Plan to order EO next week for month of May.

#NCpol
Gov:
About half of adults have 1 shot.
About 1/3 are fully vax'd.
We now have enough supply for everyone.

Keep being responsible.
Biz need to follow my orders.

Vax is key to us moving forward.
Each shot in the arm is step closer to putting pandemic in rearview mirror.

#NCpol
Gov:
We continue to monitor trends here & in other state. Let's not be one of those states where there are sharp increases.
We're so close.
3 Ws.
Get vax'd.

Cohen:
If we work together, we can bring back summer to NC!

#NCpol
Cohen:
Metrics are stable.
More than 70% of people 65+ are fully vax'd.

Masks will still be important -- even when we lift restrictions in June.

If we get to 2/3 vax'd, we could lift mask mandate & lift other restrictions.
(At some point? Cohen didn't define.)
#NCpol
Cohen:

Bring Back Summer campaign going to launch - aimed at getting 2/3 of adults vax'd.
My daughters want summer back. So do I. Until enough of us are vax'd, we aren't done just yet.

(No mention of people with natural immunity.)
#NCpol
Cohen:
Keep masking. Get tested if you have symptoms - even if vax'd.

An exciting moment! Enough vax for everyone.

#NCpol
WRAL reporter Q:
No change to mask mandate on June 1 ? Target date for that?

Gov:
We'll keep mask mandate through May. We'll announce what kind next week.
After June 1, we hope it will only apply for people at public places indoors.
If we get to 2/3, we hope to lift all.
#NCpol
Follow-up reporter Q:
I think you made a lot of people really happy with that announcement.
Still getting complaints about unemployment benefits & rental assistance issues.

Gov:
We know it's tough. We've give a lot of money. Appeals process is hard. We added more staff.
#NCpol
Gov:
HOPE program has given millions of $ to thousands to pay rent & utilities. Money goes directly to landlords & utilities.
Changes were made to law by #NCGA, and working to implement those.
New requirements with new fed money.
N&O reporter Q:
During her visit, did you talk with VP about any future role in the administration?

Gov:
We talked about how well we've done. And how great Biden-Harris has done.
Talked about new jobs, clean energy.

#NCpol
Cohen:
First goal is June 1 with stable metrics & vax.
Then we'd look to lift some restrictions.

If you want more restrictions lifted, we need to get 2/3 of adults vax'd.

#NCpol
Cohen:
Dimmer switch approach.
Follow-up reporter Q:
You didn't answer if you'd be interested in a Biden or Harris admin.

Gov:
I'm concerned about serving as Gov. for next 3 years & getting through this pandemic.

#NCpol
AP reporter Q:
Juvenile justice court proceedings.

Gov:
Wrong to have 6 year-olds in court. Critical to reform.

(Cooper was Attorney General for 16 years)

#NCpol
Follow-up reporter Q:
In-person news conferences soon?

Gov:
Look forward to doing those soon.

#NCpol
Winston-Salem Journal reporter Q:
View on re-opening bills? EMA fix?

Gov:
Evidence is clear we're doing this right, when you look at stats showing per capita NC has among the fewest deaths and fewest job losses.
After this is over, glad to discuss Ex & Leg powers.

#NCpol
CPP reporter Q:
Hospitalizations inching up.

Gov:
We want everyone to get vax'd. How we turn corner. Easy to get them now. Lots will get vax, we just have to work to get it done.
Lot of hospital capacity.
We're protecting most vulnerable. Significant decline in deaths.

#NCpol
Follow-up question:
How addressing Hispanic hesitancy?

Gov:
We prioritized equity. Praised for our racial data. Working hard to increase. Challenge across USA.

Cohen:
Grateful to partners who have helped doubled vax rates in LatinX community.

#NCpol
FOX-46 reporter Q:
Anticipate 2/3 vax'd by June 1?

Gov:
It will be hard by that date. But shortly after June 1, we hope. If NCians pull together. Tell family, friends, coworkers to get vax.

Cohen:
We'll pull out all the stops to make it easy. But NCians must do their part.
Follow-up reporter Q:
What parts of NC are you targeting?

Cohen:
Focusing across the state, but using our data to target communities. Data down to the census tract level.

#NCpol
Spectrum News reporter Q:
If FDA approves Pfizer for 12-15 year-olds, would you require?

Cohen:
Already planning logistics if it gets FDA approval. All vax are Emergency Use status. So, they would not be required.

#NCpol
Follow-up reporter Q:
What do you think will happen with J&J?

Cohen:
It shows we picked up a few rare cases of blood clot. It shows our safety system is working. Awaiting further guidance.

#NCpol
ABC-11 reporter Q:
What an honor! Thanks so much!
Thank God we know the virus doesn't transmit outside & between kids. Why would kids have to wear masks at camp outside?

Cohen:
Kids can't get vax. Heading in the right direction.

#NCpol
Follow-up reporter Q:
Misinformation about the severity of the disease. Polling show people overestimate risks, even when vax'd.

Cohen:
When you get vax you're protecting yourself. Vax is safe & effective. We want protect whole state.

#NCpol
Briefing ends.

Gov. Cooper at COVID briefing:

Dangerous variants.
We're consulting with health experts. Science & data.
Soon we'll give you a forecast of things you can do safely for July 4th.
Lots of vax'd. We're doing better than even we predicted!

#NCpol
Gov:
Convince friends & families to get vax.
Most common side effect of vax is pure joy.
I've seen sparkle in peoples' eyes when they get it.

#NCpol
Health Sec. Cohen:
Here are the metrics. Two green checks and two yellow lines.

We've added new colors to our color-coded county alert maps.
No red counties. Great news.

Fast & fair.
We've gotten national recognition for equity.

NC Governor's COVID briefing getting underway.
Watch here:
ncdps.gov/news-conference

I'll be live-tweeting.
#NCpol
Gov:
889k cases
1002 hospitalized

Numbers have remained relatively low & stable.
Trends look good, but keeping watchful & concerned eye on COVID variants in our state - they could spread more easily & make us sicker.

Do the 3Ws.

#ncpol
Gov:
3.4 m doses administered so far
Increased % of Black & Hispanic recipients.

CDC says we're in top 10 of states for equitable distribution. That's fair.

Today we expand eligibility to people with medical conditions that put them at high risk.

As always, I'll be live-tweeting here. And, as always... my apologies too all y'all non-#NCpol followers.
:)
Gov:
Starts, as always, with case counts, deaths, hospitalizations.

NC's mission remains "fast and fair" vax. We've been recognized as the leader in the USA for collecting racial data on vax recipients.

#NCpol
Gov:
Let's not celebrate too soon, like a football player who gets the ball stripped before getting into the endzone.

NC Commissioner of Prisons Todd Ishee is making the same excuse for agreeing to the latest "sue & settle" deal that Board of Elections officials made when they agreed to their own deal. Ishee says it was taking a lot of their time.

#NCpol #NCGA
Sen. Daniel: How many days of mediation involved?

Ishee: I was in 3 days. Lot of other days.

Mediator was agreed upon by parties. Not court-appointed.
Q: You've been releasing non-violent offenders for months.
Is that going to force release of violent offenders to meet 3,500 quota?

Ishee: We'll have to utilize all categories to meet 3,500.

What guardrails for the public?
Individual assessment of prisoner.
