thread: Snr State Dept official, in background call on Vienna Iran talks: Made some progress, but not in a situation greatly different from after 1st round. Has been more clarification--But clarification does not necessarily mean consensus.
We have better idea of what US would need to do to come into full compliance. Iran has better idea of what it needs to do.
But there are still disagreements, and some important ones.
Distance that remains to be traveled is greater than distance traveled so far. We are not near the conclusion. We made some progress. Talks businesslike, productive, still many differences that would need to be overcome
We have provided (the Iranians, indirectly) with a number of examples of the kind of sanctions we would need to lift in order to come back into compliance,
& sanctions we would not need to lift.
Third category which are the difficult cases, complex process,
(of Trump admin imposed sanctions that this admin has to determine if they were legitimately or not legitimately imposed to hinder possible return to deal). Declined to get into precise examples.
On sequencing – not much of a discussion because still in process of describing and detailing steps both sides would need to take
On question of timing, position taken from outset, we are not going to drag our feet. Moment understating between us, iran and p4+1, ready to make understanding official
But before that time, we are not going to rush to meet a deadline

US officials have quite consistently now several times used the language about some of the Iran sanctions imposed by Trump admin with deliberate and avowed purpose of hindering next admin diplomacy. wondering, is there possibly a legal related reason for doing so?
Do you know if ‘poison pill’ sanctions are more vulnerable to some sort of legal challenge or being overturned in some other sort of legal or policy review? @brianoftoole Am struck by US officials describing Trump admin sanx wall effort in what sounds like almost a lawyered way
🧵Update: turns out, there is. @brianoftoole says when you are delisting entitities, can do a couple ways. one is say they are no longer engaged in behavior which put them on the list. other way is a policy delisting. but in latter, supposed to treat similarly situated entitites

🧵can imagine these talks are happening less at Biden admin instigation, but because the parties are incentivized/willing to pursue them now that Trump admin gone and Biden admin there. Saudis probably did not think Trump admin had any interest in them pursuing a rapprochement
with Iran while it was trying to boost an anti Iran coalition as central plank of its foreign policy. Iraqis similarly can make themselves useful to Biden admin reportedly facilitating these talks, that also benefit their interests. Whereas Trump admin likely would have rejected
Iranians have repeatedly said they want a dialogue with the region, so presume they were more than willing to come whichever admin in the WH
