Lord Lister it seems resigned because he brokered the deal to sell the old Royal Mint site to the Chinese Gov, in his role as non exec director of the FCO, Johnson his then boss. At the time he was paid by two other parties connected to the sale.

In India right now prevalence is SO high and vaccine roll out so slow that it would not be surprising if breakthrough events were higher
Given the paucity of access to good hospital care (huge demand from numbers, serious shortage of oxygen and drugs) it also would not be surprising if the breakthrough death rate is markedly higher too.
